- REQUEST FOR INFORMATION Architect of the Capitol - Electronics Engineering Branch 1.0 Description 1.1 The Architect of the Capitol (AOC) in support of the United States Congress is seeking information on how an interested contractor could provide engineering, design and implementation for a new Legislative Call System. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, AOC is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The United States Congress utilizes a Legislative Call System (LCS) to inform its members of its proceedings which are about to take place in the chamber while Congress is in session. The LCS is comprised of two separately derived systems that share the same RF transmitter, each controlled by a separate tablet. In 2004 Electronics Engineering Branch (EEB) implemented a wireless LCS to replace an old and aging electro-mechanical legislative call system which was a "hard-wired" system built and deployed in the early 1960s. The existing system is controlled by using a custom graphical user interface (GUI), operated on a touch screen tablet, a House of Representatives tablet and a Senate tablet, that sends the signal to a common RF transmitter (encrypted) that broadcasts the signal campus wide. Currently, the RF clock signal is received and displayed via a custom digital, analog face clock with LCS call system LED's that light up according to the "call sign" and buzzer that signals for each light count. The current vendor has discontinued manufacturing and we are in need of a new LCS that will operate in conjunction with the existing as the migration may take significant effort. 3.0 Scope and Constraints The scope of this project is to develop, design and implement a new alternate UHF LCS system (hereinafter referred to as the "new LCS system") that can be used in conjunction with the existing System. An alternate means of signal transmission may be considered (i.e. Wi-Fi, Bluetooth, etc.), but must be self-contained, licensed and fully deliverable across the Capitol Campus). The new LCS system will include new or modified RF transmitter and Clock / Call receiver components. AOC will not be replacing all of the existing LCS clocks at one time but will replace as jurisdictions procure and deploy in a scheduled manner. The new LCS system is required to work in conjunction with, but not nor interfere with the functionality of the existing UHF LCS system. 3.1 The current LCS RF power is limited to 300 watts UHF, operating at a frequency of 411.950 MHZ 3.2 The light and sound output sequence of the new LCS system shall follow predefined specifications for each House and Senate call sign. A table of predefined call sign light and sound output sequence is provided in Appendix A. 3.3 The new receiver components will include four different options 3.3.1 Option 1: Analog Face Clock with LCS call lights 3.3.2 Option 2: Digital Face Clock with LCS call lights 3.3.3 Option 3: LCS call light only configuration mounted in a horizontal bar type fashion 3.3.4 Option 4: LCS call light only configuration mounted in a vertical bar type fashion 4.0 Responses 4.1 Interested parties are requested to respond to this RFI with a white paper. 4.2 White papers in Microsoft Word for Office compatible format are due no later than July 20, 2017 12:00pm EST. Submit responses via e-mail only to arowell@aoc.gov. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 4.3. Section 1 of the white paper shall provide administrative information, and shall include the following as a minimum: 4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 4.3.2. Recommended contracting strategy. 4.4 Section 2 of the white paper shall answer the issues addressed in Item 3 Scope and Constraints of this RFI. 5.0 Industry Discussions Architect of the Capitol representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide engineering and integration of the new LCS call system. The information provided in the RFI is subject to change and is not binding on the Government. The Architect of the Capitol has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
