Description
ID04170100 - CECOM TSB PWS - Mod 000 The General Services Administration (GSA), Federal Acquisition Services (FAS), Assisted Acquisition Services Division (AASD) seeks to establish a bridge task order for a three (3) month period of performance to maintain continuity of services on behalf of the CECOM TSD. Task Order ID04170008, will assist in the development and execution of plans for the training, acquisition and support of Security Assistance Management Directorate (SAMD), US Government's Foreign Military Sales (FMS), Security Assistance and Security Cooperation (USASC) efforts with the partnering nations. This may include Program Executive Office (PEO) Aviation, PEO Communications, Computers & Control - Tactical (C3T), as well as program of record systems support by CECOM LCMC. The contract supports prime power generation, night vision devices, Local Area Network (LAN)/Wide Area Network (WAN), border detection, aircraft survivability equipment, aircraft mission equipment, information assurance and radio training and systems under the Training & Services Branch. The action represents a sole source interim bridge order to continue follow-on services after the expiration of task order ID04170008 (PIID GS04Q17DBC0001). ID04170008 was awarded via use of non-competitive FAR 6.302-1 procedures to EPS Corporation. Task order ID04120195 is currently being re-competed under ID04150090 and additional time is required to ensure robust competition is properly completed and a competitive award can be made with no interruption to critical mission support. The period of performance for the bridge is for six (6) months, beginning July 29, 2017 through January 28, 2018. When the supplies or services required by the agency are available from only one responsible source, FAR 6.302-1 (a) (2) full and open competition need not be provided for. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. The Government intends to solicit and negotiate with only one source in accordance with FAR 5.203 under the authority of FAR 6.302-1. This is also being posted in compliance with PIN 201501, Advance Planning. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government under FAR 6.302. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within ten (10) days of this notice, a contract will be issued to EPS Corporation. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to award a T&M contract for CECOM Training Support services from EPS Corporation for six (6) months on a sole source basis.
