- This is a Notice of Intent, not a request for quote. IAW authority of Federal Acquisition Regulation (FAR) 5.207(c)(16) any responsible sources may submit a capability statement or proposal which shall be considered by the agency. In accordance with FAR 6.302-1 the U.S. Department of the Air Force, Space and Missile Systems Center (SMC), MILSATCOM Systems Directorate contracting branch (SMC/PKJ) located at Los Angeles AFB, CA intends to negotiate a sole source single contract to Northrop Grumman (One Space Park, Redondo Beach, CA 90278). A copy of the justification will be made public within 14 days of contract award. The negotiated sole source single contract will include the following: The specific items to be purchased include space-qualified components and materials to include filters, diodes, connectors, printed wiring boards, hybrids, transistors, capacitors, resistors, voltage regulators, thermopads, attenuators, relays, cables, digital integrated circuits, microwave monolithic integrated circuits, application specific integrated circuits (ASICS), and substrates. The Contractor shall retain the necessary personnel, material, services, and facilities to accomplish the procurement of parts for future XDR payloads. The Contractor shall provide program management, business and scheduling management, subcontracts management, mission assurance, material acquisition management, parts, materials, and processes. In addition to the described parts and materials, the requirements also include support services and the following: - Manufacture, test and deliver parts - Procure, transfer, qualify, and re-certify XDR payload parts (AEHF and EPS) to include test spares (as required) - Update design (if needed for obsolescence), develop, produce, install, test, validate and verify modifications to parts - Storage of parts and materials - Maintain and update parts documentation - Configuration Management - Data Management These parts and materials described above are specific to the designs of the AEHF and EPS XDR payloads. The specifications for these items are proprietary to Northrop Grumman and have custom requirements based on unique design, manufacturing and test requirements and processes. The purchase of these parts and materials, other than from Northrop Grumman would result in substantial duplication of costs to the Government that is not expected to be recovered through competition. A projected Request for Proposal release date for this effort is estimated to be no sooner than 15 calendar days after this Notice of Intent and will be directed solely to the prospective source identified above. The notice expires 15 days after publication.
