Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The commercial items procedures of FAR Part 12 will be used. NAICS code is 519130, size standard 1000 employees. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate on a brand name basis under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to June 23, 2017, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87 effective April 6, 2016. The Government contemplates an award of a Firm Fixed Priced purchase order contract resulting from this solicitation. Only electronic offers will be accepted. General Information 1.0 Introduction: The Department of Veterans Affairs (VA) Veterans Integrated Service Network 1 (VISN 1) requires a subscription to UpToDate Anywhere, a point of care (PoC) clinical decision support tool, for use across the VISN1 network (a site-wide license) and its CBOCs to include offsite/remote and mobile access. This decision support tool is an electronic database of clinical articles that will provide us with information to directly support patient care. Additionally, it will be a good source of background information and assist healthcare providers in education and research. Performance Period: One year award for the period of performance: 8/1/2017 to 7/31/2018, with one (1) optional year. Objectives The desired goal is the VISN1-wide provision of an electronic decision support, point of care database of clinical articles that can be integrated within our discovery search platform. Providing access VISN-wide to a clinical decision support database of clinical articles in order to benefit research and clinical staff throughout the VISN. Provide VISN1-wide access to the content of this database to all employees. Have a VISN1-wirde centralized purchase to capitalize on the economies of scale offered by the vendor. Negotiate one license/contract to decrease the current contracting and reviewing efforts that are required at the facility level, and thereby avoid costs and workload associated with multiple procurements.. Scope of Work: The vendor will provide all sites in VISN1 with access to a single, online web-based product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Users are to have immediate access from any web-enabled computer on a network within VISN1. It is required that all authorized remote users of VPN, Citrix or Athens can have access via any VA networked computer and/or CPRS. Allow mobile access when available. Product/Information Scope: VISN1 subscription to the clinical decision support, point of care, online database of clinical topical articles, and associated graphs, tables, images, etc. that support the context of the written material. This collection provides a core set of clinical resources to be used by clinicians in patient care. This database also provides patient level health articles for providers to use in discussions with their patients for patient education purposes. Additionally, this database provides ACCME-accredited AMA PRA Category Continuous Medical Education (CME) points per topic reviewed for search(es) performed. Product/Information Quality: Resources are accurate, authoritative, relevant and current. The sources are well-regarded in their medical and nursing fields. When available, any images, tables and diagrams are included Usability: Navigation within the clinical decision support tool is logical and easy, providing fast access to topics and subtopics. Topic linking or indexing retrieves electronic content of high relevance quickly. There are user friendly help and direction aids. Access, content, support: Product/service is 508 compliant. (http://www.section508.gov/) If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR If product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. It is required that all authorized remote users (with VPN, dial-up, wireless, etc. access) have access to the product through any VA networked computer and/or CPRS. The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 1 users region-wide. System downtime is minimal and VA project manager is notified when such occurs. Single point of contact for customer service issues is assigned to VA. Questions are responded to on the same business day. Usage statistics are available to the system administrator on an enterprise level. The product should be accessible via a variety of Personal Digital Assistant (PDA) platforms including the Blackberry, smart phones, tablets, and iPads. The contractor should offer training services. On an as-requested basis, the vendor will arrange training sessions (web-based or live) to train VISN1 library staff and/or healthcare providers on use of the product. Specialized training sessions may be requested for VISN1 library staff. Availability of usage statistics at an IP level is highly desirable.
