- 1. The purpose of this Pre-Solicitation Notice is to is to provide notice to prospective offerors that the Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award Indefinite-Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (s) (MACs) to enable the Government to procure hardware, materials, and supplies, as well as services used to develop, build, fabricate, integrate, evaluate and support the Unmanned Undersea Vehicle (UUV) Family of Systems (FoS). The resultant contract(s) will also contain provisions for task/delivery orders to be awarded on a firm-fixed- price or cost-plus-fixed-fee basis as determined by the government. The MACs shall have a base ordering period from date of contract award through sixty (60) months after date of award. The Government may exercise an optional ordering period which will be in effect from (60) months after date of award through 108 months after date of award. 2. The procurement for the planned MACs will be executed under full and open competition provisions through the use of competitive proposals as required by 10 U.S.C. 2304. Offerors may propose to one or more of the functional areas identified in the Statement of Work. Awarded MACs will cite the functional areas for which they are eligible and Offerors who do not propose in a functional area will not be able to propose for any task or delivery orders in that functional area. 3. After planned MAC award, all subsequent task and delivery orders will be competed among qualified contractors for the functional area (or areas) applicable to each requirement in accordance with FAR 16.505, unless one of the exceptions to fair opportunity at FAR 16.505(b)(2)(i) applies. NUWCDIVNPT will utilize the functions of SeaPort-o for the task and delivery order competitions. 4. ONLY US COMPANIES ARE ELIGIBLE FOR AWARD. United States companies are the only eligible companies for award on this IDIQ MAC. This is due to the on-going requirement for base access in the execution of tasks. In making this determination, the Government considered the requirement for security compliance with the correlating policies of United States Navy Bases and Installations regarding base access by contractors. 5. No award will be made to any offeror which does not possess a facility security clearance issued by the Defense Security Service at the SECRET level. Naval Sea Systems Command will initiate appropriate security clearance action for any apparent successful offeror which does not already possess such clearance. The Government is not obligated to delay award pending security clearance of any offeror. 6. The cumulative total of all Orders issued under the IDIQ MAC among all MAC holders will not exceed the total contract amount of $794,530,000, and the services portion will not exceed 1,518,273 hours inclusive of the base award plus option period. 7. Guaranteed Contract Amount: The Government's minimum obligation will be satisfied with an initial $2,500 Firm Fixed Price Order to attend a Post Award Conference. 8. Work to be performed under the MACs will be within the North American Industry Classification System (NAICS) code 336999, All Other Transportation Equipment Manufacturing. 9. The Government plans to release the RFP on the Federal Business Opportunities website at http://www.fbo.gov on or about 07 July 2017. 10.
