- Need: The VA Northport Medical Center (Research Department), 79 Middleville Rd., Northport, NY 11768, has a need for two Nuaire LabGard NU-677 Class II, Type A2 Animal Handling Biosafety Cabinets/Cage Changing Stations. Purpose of Notice: This is a sources-sought request to identify prospective vendors capable of 1) providing Nuaire-specific cabinets, or 2) providing or equal cabinets. The Government believes that only these Nuaire Cabinets can meet the requirements of the laboratory at the VA Medical Center. Statement of Need: See attached Statement of Need (SON) for specifications. Salient Characteristics: Salient characteristics are those that are believed uniquely essential in meeting the need and that any as equal cabinets would have to possess to meet the need. The salients are identified as bolded items in the SON. Delivery Requirements: FOB-D and there is a requirement to install them once received and accepted on site. This Notice: This notice is not for competitive quotes but rather to identify sources capable of meeting and providing the brand name or equal requirements. Responses should be sent to Contracting Officer jeffrey.greis@va.gov no later than 1200 ET, 6/23/17 and include a capability statement, socioeconomic status (i.e., large business, small business, SDVOSB, etc.), and any supporting literature. The North American Industry Classification System (NAICS) number is 334516 with a small business size standard of 1,000 employees. Socioeconomic status must be verifiable in SAM (www.sam.gov) and SDVOSB or VOSB status verifiable in VetBiz (Vendor Information Pages). No solicitation document is yet available. Information received will be for the sole purpose of determining the method and manner of a competitive procurement. The determination of the method and manner based on responses to this notice is solely within the discretion of the VAPHS Contracting Officer. Statement of Work Reference # 632-17-3-7136-0281/0282 The Research department requires the purchase of one (2) BioSafety Cabinets to be used in their Veterinary Medical Unit (VMU). The BioSafety Cabinets ensure that hazardous material or research pathogens are contained when researchers are performing experiments. The BioSafety Cabinets must meet these specifications: Exterior Dimensions: Width: approximately 54 Depth : approximately 33 Height (adjustable): between approximately 79 -98 Interior Dimensions: Width: approximately 54 Depth : approximately 33 Height (adjustable): between approximately 79 -98 Cabinet shall provide laminar airflows & biological safety performance as specified. Cabinet shall provide biological containment protection for both operator and product proven by an actual test, (e.g. test conducted by NSF) and routinely validated. Cabinet shall be constructed from 16GA, Type 304 stainless and painted cold rolled steel to form a sealed structure. Cabinet shall be easily fumigated employing an established procedure such as that recommended by NSF. Supply HEPA filter shall be of full cabinet work zone width and depth; work zone below supply HEPA shall be of fixed cross-sectional area (sloping back wall or viewing window is unacceptable). Supply HEPA filter shall be protected by a perforated metal diffuser covering the entire top of the work zone. Air Velocity from the supply filter shall average 55 to 65 FPM (.28 to.32 m/s) with no single point outside the 20% of average range measured in a horizontal plane within the work zone. Work access opening shall be 12 inches (305mm) high. Average inflow velocity shall nominally be 105 LFPM (.53 m/s). The cabinet shall be ergonomically designed for maximum user comfort and adjustability to meet the requirements of the American Disabilities Act (ADA.) Standard non-metallic armrest/airfoil incorporating large 2 inch (51mm) forearm support area with 1/2 inch (12mm) recessed front grill designed for armrest comfort while maintaining containment performance. Maximum visibility into cabinet workzone shall be at least 28-1/2 inches (724mm) from front access airfoil to exterior light housing. Cabinet shall have a centrally located instrument panel within the control center that is easily serviced with quick disconnects. Cabinet shall have the capability of incorporating a user adjustable base stand or base storage cabinet as an option. The cabinet shall have a smooth operating sliding window from full closure to full opening at 20 inches (508mm). Cabinet shall have a large flat removable worktray (21-3/4 inch (552mm) depth). Worktray may also be raised in place and held with hinged support rods. The cabinet shall have all positive pressure plenums surrounded by a vacuum relative to the room (the LABGARD ES employs the HEPEX Zero Leak Airflow System). Electrical power shall be supplied with a 12-foot (2.5m), 3-wire cord with molded plug. Electrical supply should be 115 VAC, 60 Hz (current rating varies per cabinet size, reference Electrical Requirements Page 4) protected with thermal circuit breaker from distribution panel. The cabinet shall use a DC ECM Motor with an optimally determined forward-curved fan for each model size/with to maximize both energy efficiency and filter loading capacity. The cabinet shall have two internal electrical circuits; one for blower/lights and one for the duplex outlets. Each circuit shall be protected with a circuit breaker located in the Control Center. The cabinet shall be listed by Underwriters Laboratories to meet the requirements of both the U.S. and Canada for electrical/mechanical integrity. Cabinet shall contain a control system consisting of electronic modules that will perform the following functions: Control blower via solid state switch. Control lights via solid state switch. Control outlets via solid state switch. Disable audible alarm switch with ring back function. Control blower DC ECM motor with solid-state CD Motor Controller that provides automatic compensation (constant volume control) for both filter loading and line voltage variances. Monitor and display airflow system performance via Flow Gard pressure monitor. Airflow system alarm setpoints high/low via Flow Gard pressure monitor. Cabinet shall contain a control system that provides the following optional functional features (included with cabinet, but must be configured during certification): Security password protection of cabinet use. Night setback mode. Upon sliding window closure, blower will continue to operate at a lower rate to save energy and maintain interior clean air conditions ready for use upon sliding window open. Balancing of cabinet workzone downflow (recycling flow) to exhaust flow shall be accomplished with an internal exhaust flow damper, externally adjustable. The cabinet shall be easily transportable through a standard 36-inch (914mm) wide door without disassembly when in retracted position. Sound level shall be no more than 67 dbA measured 15 inches (381mm) above the work tray and 12 inches (305mm) in front of viewing window. Fluorescent lighting shall be internally mounted and provide 90 (968) to 120 (1291) foot-candles (LUX) on work surface. The ballast is to be electronic containing thermal protection with automatic reset. Cabinet shall come standard with two outlets with a drip proof covers on back wall, and two service couplings on the right side wall. Integral auto-lift base stand shall be stainless steel construction with 5-inch (127mm) heavy-duty lockable castors. Cabinet workzone shall be all 16 GA. stainless steel with integral prefilter in rear wall drawer design for easy removal and cleaning. A 3/8-inch (10 mm) ball valve shall be provided in the drain trough beneath the work tray. Cabinet shall have a permanent positive pressure plenum with quick release supply filter removal. Motor/blower shall be positioned so as to create an even filter loading, thereby prolonging the life of HEPA filters, automatically handling a 250% minimum increase in filter loading without reducing total air delivery by more than 10%. NSF/ANSI 49 listed. 0.3 microns exhaust filter. Cabinet shall be capable of front filter removal without disassembly of the control panel and sliding window tracks/hardware. Cabinet shall have a built-in pass-through for dirty cage collection on the right side wall. Cabinet shall have these options: 2 duplex outlets with GFI (each corner back wall) 3 service valves (left side wall) VAC/CO2/O2 3 plugged couplings (right side wall) Data/power cord pass-thru (right side) Data/power cord pass-thru (left side) Separate power cord for duplex outlets 10 degree window angle
