Description
SUBJECT : Electrical Cable Assembly Set (ECAS) System Essential Characteristics The 763d Specialized Contracting Squadron (763 SCONS) is seeking sources that are capable of providing between 150 - 301 each ECAS systems to replace the existing ECAS system for Headquarters Air Mobility Command/Command Surgeon's Office (HQ AMC/SGXM). The device must meet MIL STD 810 and for use within the aeromedical evacuation (AE) system. CONTRACTING OFFICE ADDRESS: AFICA 763d Specialized Contracting Squadron 507 Symington Drive Scott AFB, IL 62225 INTRODUCTION: This is a Sources Sought to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: The system should have as a minimum the following capabilities: Description: The ECAS is used to support electrical connectivity from aircraft power outlets on US Air Force, cargo aircraft to airworthiness certified medical equipment. The primary users are aeromedical evacuation crew members. The system accomplishes two functions. First, it provides electrical pigtail adapters at 18" in length which connect on one side to various aircraft electrical outlets with a "twist-lock" type cannon plug fitting and at the opposite end a medical grade, 110-120VAC, female 3-pin outlet (positive, negative and ground). The second function provides 25 ft extension cables which connect and distribute electrical power through the AC electrical pigtail adapters, AIR EVAC (AE)frequency converter and/or aircraft 110-120 VAC, 60 Hz "medical grade" AC electrical outlets. The system will also provide a comprehensive AC electrical tester. Air Mobility Command requires a replacement for the current ECAS which requires the following essential characteristics: Pigtail adapters must interface with aircraft and frequency converter which will include the following different component adapters: Need One (1) Electrical pigtail C-130 galley (previously named C130) (115 VAC /15A/400 Hz) Need Two (2) Electrical pigtail C-130 (previously named C130/C141)(115 VAC /15A/400 Hz) Need One (1) Electrical pigtail KC-135 (115 VAC/15A/400 Hz) Need One (1) Electrical pigtail KC-10 Frequency Adapter Cable (110 VAC/15A/400 Hz) Need One (1) Electrical pigtail KC-135 Frequency Adapter Cable (110 VAC/15A/400Hz) Note: All pigtails will be identified by small placard with part nomenclature, part number,, and manufacturers cage code (example: C-130 Galley, Part # XYZ, Cage XXXX) Need One(1) AC grounded cables (75' long) with water-proof connections; single male one end, six female US-style receptacle on the opposite end Need One (1) AC comprehensive electrical tester (ground test, polarity, & LED power indicator) Need Five (5) AC grounded cables (25' long) with water-proof connections; single male one end, quad female other end. Need Two (2) AC grounded cables (6' long) with water-proof connections; single male one end, quad female other end. •- To mate with these outlets, the following plugs shall be used; MS3456W18-11P, MS3456W18-10P, and MS345620-4P. All adapters will be rated for 20 amp service. Storage case must be: Ruggedized to resist environmental elements. OD Green; Wheeled for portability Water tight. Airworthiness certified (MIL STD 810). 70 lbs or less (total weight including all accessories) And include: Auto pressure relief valve. Affixed name plate to the outside of the storage case with national stock number, item serial number, and nomenclature. Internal organizer for all AC electrical pigtail adapters, cords and tester as listed above. Commercial operations manual which include preflight/testing procedures and identifies contents by part number which will be used to develop an AF Technical Order No used/refurbished/rebuilt/remanufactured (gray market) NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 335931 Current-Carrying Wiring Device Manufacturing, with the corresponding size standard of 500 employees. SUBMISSION DETAILS: Responses should include: 1) Business name and address 2) Name of company representative and their business title 3) Large or Small Business Size. If your business is classified as a small business, provide a brief statement of how your organization can provide a minimum of 50% of the work. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting Clause (FAR 52.219-14) 4) Whether or not the contractor is a certified re-seller of required cable assemblies and components listed 5) Other contract vehicles that would be available to the Government for the procurement of these products (NASA SEWP, GSA, etc...) 6) Your company's experience or knowledge in providing first articles for safe to fly testing. Responses must demonstrate the the company's ability to perform in accordance with the First Article Approval-Government Testing Clause (FAR 52.209-4) 7) Cage Code 8) DUNS Number 9) Whether or not you intend to submit a quote Vendors who wish to respond to this should send responses via email NLT 7 Jul 17 12:00 PM Central Standard Time (CST) to Harry Fry at harold.fry@us.af.mil.
