- SOURCES SOUGHT NOTICE ESRI Enterprise Advantage Program In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes, this Sources Sought Notice is for information and planning purposes only. This request shall not be construed as a solicitation or as an obligation on the part of the Government. This is a Request for Information (RFI) for sources sought that can provide ESRI Enterprise Advantage Program services. Pursuant to Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The applicable NAICS code is 511210, Software Publishers. The small business size standard for this NACIS is $38.5 million. The acquisition requested is brand name ESRI support services and equipment. Description of Requirement Esri Enterprise Advantage Program (EEAP). EEAP supporting the ArcGIS software suite, GIS project support, and GIS training credits. Government estimates 100 credit hours of contracted effort with an optional additional 100 credit hours. Deliverable 0001: Periodic reports that include support activities and level of effort and type of effort for specific support activities. Any activities that are intended to capture user requirements, project definition and planning information should be documented and included with reports upon completion (i.e., requirement documents and project plans). The Vendor shall dedicate 160 credit hours in support of these tasks. Vendor shall assist MCIEAST-MCB CAMLEJ by providing GIS technical expertise for GIS user and Subject Matter Expert (SME) meetings to support geospatial model development, improve data quality assurance, and assist map production. Vendor shall provide at least one of its appropriate personnel for approximately 20 credit hours to participate in up to two (2) 2-day meetings and utilize the remaining time for preparation and follow-up activities required to develop materials and summarize meeting notes and reports. The Government shall give Vendor a minimum of five (5) days' notice of upcoming sessions. End User and Training Support (Option 1) Due to the Marine Corps Installations Command (MCICOM) G-F(6), GEO Fidelis Online enterprise transition, GIS user require end-user support and instructor-led or virtual classroom courses to more effectively leverage the capabilities inherent within ArcGIS 10.4 suite to meet current business requirements. Deliverable 0002: Vendor shall meet with RGIS Division personnel to define training program objectives and develop a technical work plan to address these objectives. Training objectives will consider the MCICOM G-F(6) GEO Fidelis Online enterprise transition and MCIEAST-MCB CAMLEJ user requirements. Training solutions can consist of instructor-led training (one person at an Esri facility), virtual classroom, or on-site instructor-led training (for up to 12 people per session). Up to 200 credit hours will be assigned to this task. The vendor shall provide mobilelab equipment for all on-site instructor-led training which shall not be connected the Marine Corps Enterprise Network for licenses, data, or internet capability. The vendor shall provide notes and artifacts from individual or group user RGIS Division meetings including any diagrams, tables, or PowerPoint files developed for, during, or after the meeting as related to the content of the meeting objective.
