- Draft Statement of Work Pre-Solicitation Notice Business Forecast ID Number FY17-0638 Mongolia Registry Systems Process Study (RSPS) Evaluation THIS IS A PRESOLICITATION NOTICE BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This Pre-Solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Pre-Solicitation Notice does not commit the Government to contract for any supply or service whatsoever. Further, the Millennium Challenge Corporation (MCC) is not at this time seeking proposals. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Pre-Solicitation Notice. All costs associated with responding to this Pre-Solicitation Notice will be solely at the responding party's expense. Responses to the Pre-Solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-Solicitation Notice does not preclude participation in any future solicitation, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site and the Millennium Challenge Business Forecast (https://www.mcc.gov/resources/doc/report-business-forecast-fy-2017) site for additional information pertaining to this Pre-Solicitation Notice. MCC is in the preparation stages of developing its procurement strategy and is hereby providing a synopsis of the perceived procurement. MCC anticipates seeking, on a full and open competitive basis, independent evaluation services in support of the Mongolia Registry Systems Process Study (RSPS) Evaluation. The RSPS Study will assess the performance and results of the Land Privatization and Registration System Activity that was implemented in Mongolia's eight (8) regional centers and capital city of Ulaanbaatar between 2008 and 2013. A baseline evaluation was conducted in 2013. The attached DRAFT scope of work covers the anticipated follow-up evaluation activities. The Evaluation Design Report, Baseline Report and Questionnaires can be found online on MCC's Evaluation Catalogue at: https://data.mcc.gov/evaluations/index.php/catalog/134. This requirement is noted in the MCC FY-17 Mid-Year Update Business Forecast, ID Number FY17-0638 which can be found at: https://www.mcc.gov/resources/doc/report-business-forecast-fiscal-year-fy-2017-mid-year-update.
