- Supply and install back up Generator Set at Marrow Point Powerplant This sources sought notice is for market research and acquisition planning purposes only. No formal solicitation for this work exists at this time. All interested and qualified concerns are encouraged to submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative and management capability of such offerors to perform this type of work. The capability statements will be used to assist in determining appropriate procurement strategy, in particular whether a set aside is warranted or an alternate procurement strategy is warranted. The Bureau of Reclamation, Upper Colorado Region has a requirement to supply a Backup Generator Set with installation at the Marrow Point Power Plant which is located 28 miles east of Montrose, Colorado. General Requirements of the Backup Generator Set: 1. The engine-generator set shall be sized to deliver 650kW at 0.8 P.F., 480 VAC, three phase output at 60 hertz. 2. Must comply with air quality emissions in the state of Colorado and be designed and equipped to comply with U.S. EPA Tier 2 requirements. 3. The emergency generator equipment shall include all controls necessary to automatically start, establish normal speed and voltage when normal station service power is lost. a. All keys and software access to allow the Bureau maintenance personnel to reprogram controllers and governor as needed shall be provided. All control software shall be considered open source for the purpose of onsite access. This privilege will not extend beyond use by the Bureau at this site. b. Remote start capability and synchronizing capability required. c. Three phase 480 volt water jacket heater to be provided and connected. 4. A resistive load bank shall be provided for routine exercising of the engine-generator set. 5. The emergency generator shall be equipped with both voltage and frequency regulation capability that will operate automatically to stabilize both the 480 VAC output and the 60 hertz frequency when essential load equipment starts and stops. a. Controls shall be capable of synchronizing with and external source. 6. Provide a concrete pad as needed as a unit base, as directed by the engine/generator manufacturer. Place and secure new generator with housing and base tank on the provided pad. 7. Remove old existing engine/generator set. Old existing EG set becomes the property of the contractor upon removal. The old existing building which houses the existing engine generator, must remain in place and intact. The 230kV power cables, and other cables, from the plant to the switchyard travel through the building. None of the existing cables or airways shall be damaged. 8. The existing Convault for diesel fuel will remain in place. All piping from the Convault to the existing engine/generator shall be cut and capped. 9. Provide a weather and sound enclosure that is suitable for outdoor application to protect the equipment from exposure to the sun and inclement weather. a. Include a three phase 480 volt space heater with thermostatic control for the enclosure. b. Provide a temperature sensor set for alarm at 130 ¿F. Provide at least one normally close contact for remote alarm. 10. The enclosure and muffler system shall limit external sound to 85dB maximum in standard open field test. 11. The enclosure shall allow all access necessary for maintenance of the engine generator set. a. Contractor to provide steps with guard rails necessary for safe and reasonable access to the enclosure doors. 12. The base fuel tank shall be an integral part of the enclosure and contain 26 hours of fuel capacity at full load. a. Tank shall be double walled for proper containment rating. 13. The entire assembly of engine, generator and fuel tank shall be bolted to the concrete pad. Assembly must fit in the location as shown in drawings and as discussed during field visit. 14. The required load bank shall be included in enclosure assembly and not as a separate piece. Interested firms should have the following requirements: -Experience related to manufacture and installation of Generator Sets. -Ability to supply concrete pad, stairs, railing, and removal of old equipment. The North American Industry Classification System NAICS Code for this acquisition is 335312 Motor and Generator Manufacturing. The small business size standard for NAISC code is 1250 employees.
