- REQUEST FOR PROPOSAL This posting is best viewed at FAA Contract Opportunities, https://faaco.faa.gov. The Federal Aviation Administration (FAA) Southern Region, Eastern Acquisition, (AAQ-510), College Park, GA is issuing Screening Information Request (SIR) Number DTFASA-17-R-00665, Communication Antenna Towers (Replacement and Re-cabling) for Athens and Columbus, Georgia, Anniston, Alabama, and Raleigh, North Carolina, as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The estimated magnitude of construction is between $500,000 and $1,000,000. REQUEST FOR INFORMATION All questions shall be addressed to the Contract Specialist in writing at alicia.prince@faa.gov. Any questions regarding this SIR/RFP must be received three (3) working days prior to the date set aside for offers due. All correspondences shall contain the SIR # in the subject line. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. SITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. Site visits will be conducted for each location, as specified in Section L of this solicitation. THE SITE VISIT TIME IS THE LOCAL TIME AT THE SITE. Please provide Alicia Prince at alicia.prince@faa.gov with a list of attendees at least one day prior to the appointed time. The on-site POC for each site is also listed. Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT THIS SITE VISIT IS STRONGLY ENCOURAGED. EVALUATION Offers will be evaluated using criteria described in Section M of the SIR. Technical combined with Past Performance and Relevant Experience is significantly more important than price. However, due to funding constraints price is still an important factor. Please see Part IV “ Section M - EVALUATION FACTORS FOR AWARD, for complete evaluation factors for this requirement. No individual notification of any amendments will be provided. It is the Offeror's responsibility to visit this website frequently for updates on this procurement. NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995.
