Description
This is a sources sought notice only and it is not a solicitation notice. Please DO NOT provide a quote at this time. The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socioeconomic size classification in accordance with NAICS code 622110. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to the sources sought notice, a solicitation announcement may be posted to GSA s ebuy. A response to this sources sought notice is not an adequate reply to the forthcoming solicitation. The VA in Sioux Falls, SD is seeking a qualified contractor to provide Fire Alarm System/Emergency Notification Upgrade. See attached Statement of Work (SOW) for details. This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this sources sought notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. STATEMENT OF WORK (SOW) Emergency Notification System Upgrade Project #: 438-17-520-LP Sioux Falls VA Health Care System 1. Scope of Work: The purpose of this requirement is to provide and install the appropriate equipment, any materials, labor for panel terminations, programming, testing, commissioning of switchboard annunciators, and reprogram voice evacuation messages to the Sioux Falls VA Medical Center (SFVAMC) located at 2501 W 22nd St., Sioux Falls, South Dakota, 57105. The service provided shall be performed in such a manner as to assure the safety and welfare of patients, visitors and staff. 2. Background: Our current system does not allow overhead pages to be made to our campuses out laying buildings during emergency situations. Also, we have already programed Code Red or other recorded messages that need to be reprogramed due to our change to plain language. 3. General Requirements: Voice Evacuation Messaging Modification: Provide labor, new fire alarm voice message recordings, programing, testing, and commissioning of current system to ensure the accuracy of each message as it applies to each respective zone. SFVAMC will provide assistance of an individual who will record messages, as required. Switchboard Annunciator System Modifications: Install annunciator/software to the existing fire alarm system that will provide an emergency notification capability across the entire Sioux Falls VAMC campus, 2501 W. 22nd Street, Sioux Falls, SD, 57105. Provide labor and installation of the appropriate equipment, panel terminations, programming, testing, and commissioning of switchboard annunciators Vendor shall provide the following equipment and materials: 1-Surface Back-Box 3-Tier 1-Door, Lock, 3-Tier 1-Trim Ring 3-Tier 1-Display Dress Plate 3-Blank Module Plates 1-Annunciator Dress Plate 4 Slot 1-Battery Dress Plate 1-Microphone 5-24 Point Annunciator Control Modules 1-Chassis Assembly 1-Display Plate Assembly Electrical equipment, conduit, and cable as required. Comply with the following: - The 2-Open Tile Rule applies for this project. No HEPA carts required. - Comply with Air Filtration Considerations, HEPA carts usage, as required. - Provide the necessary modifications to the network annunciator as it resides in the current Operators Office, room A02. - Install the necessary components in order to provide the identical paging functionality as used at the main Fire Alarm Control Panel. - Install all conduit and cabling in building 5, from the Operators Office, room A02 to room E23. - Provide all cable and electrical materials in addition to the labor for cable installation, conduit back to room E23 Building 5, panel installation and terminations, any panel head-end equipment installations. The VA will accommodate any modifications to the room layout, filing cabinets, etc. to allow for this installation and the modifications required for the existing annunciator. The Contractor shall notify the VA in writing seven(7) days prior, the VA can coordinate. Provide a written plan for the safety and security of this worksite throughout the project. Contractor shall provide a written schedule of projected dates and key milestones for project. For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task, and along with associated sub-milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed work plan. All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. Where a written plan or documents are provided in draft form, the Veteran Affairs (VA) will complete their review of the draft deliverable within 15 calendar days from the date of receipt. 4. Performance Period: The period of performance shall be 90 calendar days from the notice to proceed. Testing may be completed during normal business hours. 5. Type of Contract: Firm-Fixed-Price. 7. Changes to the Statement of Work: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. 1 Attachment: See Below Room locations in building 5/Main HospitalThe distance between room E23 and room A02 is approximately 240 feet.
