- This is a sources sought notice only and it is not a solicitation notice. Please DO NOT provide a quote at this time. The purpose of this sources sought notice is to gain knowledge of qualified potential contractors and their socioeconomic size classification in accordance with NAICS code 238220. Responses will be used by the Government to make appropriate acquisition decisions. After a review of the responses to the sources sought notice, a solicitation announcement may be posted to GSA s ebuy. A response to this sources sought notice is not an adequate reply to the forthcoming solicitation. The VA in Des Moines, IA is seeking a qualified contractor to repair a leak in the York Chiller. See attached Statement of Work (SOW) for details. This is not a solicitation and in no way obligates the Government to award any contract. Additionally, a response to this sources sought notice is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The purpose of this sources sought is strictly for market research purposes. Please send all responses to Travis Johnson at travis.johnson2@va.gov NLT 2:00pm CST on 26 June 2017. Statement of Work SCOPE: This contract provides for repair of the York 300 ton chiller and York 650 Chiller located in the basement of building 1W at the Des Moines VA facility property at 3600 30th St. It is imperative the chillers are repaired in a timely manner due to they provide conditioned air to patient care areas and the rest of the facility. EQUIPMENT LIST: York Chiller 650 ton York Chiller 300 ton SERVICES TO BE PERFORMED: The Contractor shall furnish or provide the following services on the equipment listed in paragraph 1.a 300 ton chiller repairs needed. Repair leak on Condenser relief tree Repair leak on the oil separator Repair leak on the evaporator 650 ton chiller repairs needed Repair leak on bottom of condenser Repair leak on evaporator charge valve NOTE: Any additional refrigeration (R-22) that is needed to complete the work must be figured in the quote. The contractor shall recover the refrigerant and store in contractor provided recovery tanks. For both chillers. Make the needed repairs on both chillers. Pressurize with nitrogen to check for leaks on both chillers. Evacuate the systems of both chillers. Charge both chillers with recovered refrigerant. Start up and run both chillers to check for proper operation. The Contractor is required to come and inspect the current condition of the chillers and to gather the correct information that will be needed to make the repairs (i.e. Model and serial numbers). Purchase all parts, refrigeration, oil and other items required for the repair of the chillers. Once all of the repairs have been completed and the chillers have been reassembled the contractor will test the chillers for proper operation with VA personnel present. Remove and dispose of all debris and damaged parts associated with this repair. Dispose of all oils and refrigerant (if required). The area of work will be kept clean and clear of debris from the repairs and will not inhibit VA employees from performing other work. If any of the areas must be blocked for safety reasons it will be communicated to the COR prior to starting work. All repairs and final test reports will be sent by e-mail to the COR. Warranty items will be given to the COR. Instructions covering inspections, special instructions maintenance, and operation and troubleshooting of the equipment and all of the components will also be given to the COR. The contractor will supply all labor needed to complete the work associated with the repair of the chillers and components. If the Contractor chooses to sub contract the work performed in this contract it will at the expense of the Contractor and all invoices will be routed through the contractor who was awarded the contract. All payments will be made in arrears. All invoices must be received within 30 days of completion of work. Any additional work or costs will not be performed or incurred without the direct authorization from the Contracting officer or Contracting Officer representative. It shall be the sole responsibility of the Contractor to comply with State and Federal regulations, and to maintain current State and Federal certification regarding correct handling, removal and disposal of all hazardous waste, generated as a result of performing the contractual tasks of these repairs. All hazardous waste, trash and debris resulting from the repair of the chillers will be removed and properly disposed of by the Contractor at no additional costs to the Government. All work will begin immediately after the VA staff and the Contractor have agreed upon a start date. Contractor will be required to check in with the VA police and receive a contractor/visitor badge prior to starting work. 3. TRANSPORTATION: a. The Contractor will be responsible for all transportation to and from the Des Moines, VA facility and all costs must be included in the quote total. 4. HOURS OF WORK: a. Routine Work: Routine work connected with this contract, Will be performed during normal working hours. Normal working hours are defined as between the hour s 0700 and1600, local time, Monday through Friday except federal holidays. In some instances the contractor will need to work other than normal working hours to accommodate the VA staff and hospital requirements. A two (2) week notice will be required before starting any work, which will directly affect normal operation of the hospital and staff. 5. CONTACT INFORMATION: a. The Contractor shall provide to the Contracting Officer and the Contract Monitor a. specific telephone number(s), email address (es) and/or SMS texting number(s) which can be used to alert Contractor. 6. EMERGENCY SERVICES: a. Contractor Response: The Contractor shall respond immediately to the COR after identification of a problem or damage that occurs during on any of the fore mentioned equipment. Under conditions of equipment failure due to the Contractor the Contractor shall be required to perform necessary repairs to the equipment at no cost to the Government and be expected to work until the repairs are made and the equipment is fully operational. 7. QUALIFICATIONS: a. Only qualified technicians will be authorized to, remove, repair, rebuild or replace the items in the equipment list. To be considered qualified, The technicians assigned to this contract shall have been trained on, or possess a current certification on, and have current experience in the repair of the equipment and related components listed in equipment list 1.a Proof of qualifications shall be provided to the Contracting Officer for all Technicians who provide service on the Contract upon request.
