- The Indian Health Service (IHS) intends to award a sole source contract to Ability Network, Inc., 100 6th St N. Suite 900A, Minneapolis, MN 55403, for software service and support for continuance of Business Office and Revenue Cycle Services Utilized used by the Phoenix Indian Medical Center (PIMC). This software Services includes: Secure Medicare Electronic Data Interchange (EDI Services, including electronic claim submission; Unlimited Access to Medicare Systems: (Direct Data Entry (DDE)-PART A; HETS (HIPAA Eligibility Transaction System), PPTN (Professional Provider Telecommunication Network), RRHI (Rail Road Retirement Board Health Insurance), DDE-Part B, DME (Durable Medical Equipment Insurance), CSI (Central States indemnity Medical Supplemental Insurance); (3) Insurance Clearinghouse (private insurance and Veteran's Affairs coverage); Web-Based Eligibility Verification through single and batch inquires) for payers including Medicare, Medicaid and Private Insurance; and (5) Reporting, Maintenance and Technical Support. The above services are required in order for PIMC to comply with federal requirements, including Indian Health Service Policy, to bill third party payers for services provided to eligible patients. This software is vital for the performance and functioning of several departments within the Phoenix Indian Medical Center. The Government believes that only Ability Network, Inc., is capable of providing this service. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. This notice is NOT a request for competitive quotes; however any firm that believes it can supply these services may give written notification to the Contract Specialist via e-mail at danette.cappello@ihs.gov, by 12:00 PM EST on June 30, 2017. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL to the above listed e-mail address, ATTN: Danette Cappello, Contract Specialist. NO TELEPHONE REQUESTS. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, IHS will proceed with negotiating a sole source award to Ability Network, Inc.
