Description
MARKET SURVEY ANNOUNCEMENT 1. Introduction/Purpose In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested parties. This market survey is for information purposes ONLY, to be used for preliminary planning purposes and will not be released. The FAA is not seeking or accepting unsolicited proposals. NO proposals are being requested or accepted with this synopsis. Any costs associated with the market survey submittal or any follow up information requests are solely at the interested vendor ™s expense. 2. Background The FAA is currently in Phase IV, Segment I of its Wide Area Augmentation Services (WAAS) program. Throughout Phase IV, significant technical refresh and reliability modifications are underway or planned. These modifications include: fielding of a new reference receiver that is L1C, L2C and L5 capable; replacement of WAAS processors and safety computers; and incorporation of additional geostationary satellites and associated ground facilities. In addition, WAAS is preparing for the start of Phase IV, Segment II. During Segment II, the FAA intends to prepare for a new dual frequency Satellite Based Augmentation System (SBAS) navigation service while retaining legacy single frequency user services. This effort requires the completion of dual frequency standards, continued technical refresh, modification of existing WAAS algorithms, and the potential introduction of an initial operating capability. Integration of these enhancements must be seamless to WAAS users. During the transition, the system must continue to satisfy the stringent integrity requirements demanded of this safety of life navigation service. 3. Requirements To satisfy the above requirements, versatile systems engineering support as well as an in-depth understanding of the WAAS architecture and integrity design are required. The FAA requires senior systems engineering support for WAAS as well as dedicated technical engineering support to Global Navigation Satellite System (GNSS) modernization. The vender must possess an in-depth, thorough, comprehensive knowledge of WAAS corrections generation, processing threads, integrity design, and an analytical support capability for WAAS modifications. Detailed knowledge of GPS receiver signal processing and design, an equivalent understanding of GNSS measurement processing and integrity algorithms, and a mature GPS receiver and antenna test capability including access to an anechoic chamber are required. Additionally, the vendor shall have a demonstrated Radio Frequency (RF) interference survey, investigation capability, and participation in forums on RF interference and GNSS modernization. Integration of new Geostationary Earth Orbit (GEO) satellites into WAAS requires knowledge of signal generation simulation and modeling. The anticipated period of performance for this contract begins February 1, 2018 for a period of three (3) years from the date of award with two (2) one year option periods. 4. Incumbent Contractor The incumbent contractor for this procurement is Zeta Associations Inc. Fairfax, VA. The current contract number for this requirement is DTFAWA-13-C-00026. 5. Nature of Competition The FAA will use the information gathered from this market survey for planning purposes and in determining the nature of potential competition. For opportunity to compete in this potential competition, the vendor must have responded as a potential vendor for this market survey. Potential interested parties should note that the FAA reserves the right to not do a solicitation/competition for this effort. 6. North American Industry Classification System (NAICS) Code The NAICS codes for this procurement are the following: 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing 541330 Engineering Services 541712 Engineering research and development laboratories or services If you believe that another NAICS code is more appropriate to the work specified in this market survey, include supporting justification with your alternate NAICS code. Suggestion of an alternate NAICS code does not require that the work be set-aside or solicited under that alternative code. 7. Submittal Requirements for Market Survey Any vendor that believes it can provide these services is invited to submit a capability statement addressing its abilities to meet all of the requirements identified. In order to make this determination, the FAA requires the following information from interested vendors. Interested parties should submit a Capability Statement addressing the areas below. Whenever recent experience is requested, it will be limited to that experience which has occurred within the past five (5) years. 1) Provide a brief description of the company's business size, location and business status, i.e., large, small, women-owned, etc. 2) Does your company have knowledge of, and experience with, the design, integrity analysis to include hazardously misleading information (HMI) analysis and operations of the FAA ™s Wide Area Augmentation System (WAAS) and ground based augmentation system (GBAS)? If yes, provide details outlining your specific knowledge and experience in each area indicated. 3) Does your company have experience with algorithm development for differential GPS applications? Algorithms of interest are for processing of GPS measurement observations for corrections generation and/or signal in space generation to support satellite based augmentation systems (SBAS) GEO ranging capability. 4) Describe your company ™s existing abilities for RF interference surveys for GPS applications. Provide a description of the NAS impacts and vulnerabilities to intentional and unintentional interference. Specifically, provide systems or activities your company has developed or used for the purposes of investigating GPS RF environments and state whether the capability is ready for utilization on Day One of this effort 5) Does your company have existing facilities and equipment capable of performing GPS receiver performance characterization testing? ( ˜Characterization ™ in this context means determination of RF interference susceptibility, multipath and range domain performance.) If yes, provide details of the laboratory environment (including equipment), recent examples of receiver characterization efforts and whether this capability is available for use on Day One of this effort. 6) Does your company have an existing facility and personnel with secret security clearances available to the GNSS Program Office for GPS receiver testing and systems engineering support? Provide resumes for current employees or affiliates that would be used for this effort and the current level of clearance held. 7) Does your company have experience in the acquisition and integration of ranging capable geostationary satellites into satellite based augmentation systems? 8) Does your company participate in industry forums related to GNSS modernization and the development of aviation standards? 8. Delivery of Submittals All responses to this market survey must be less than 25 pages and received by July 24, 2017.
