- Page 1 of 1 The National Cemetery Administration is soliciting offers under solicitation number VA786-17-R-0556. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 221310. Business Size Standard is $27.5 million. Project Description: Contractor shall provide design and construction services, to include all labor, equipment, materials and supervision to replace the 1A irrigation system and components at Fort Jackson National Cemetery, 4170 Percival Road, Columbia, SC 29229. Due to the severity of the damage, the old irrigation system is to be abandoned in place. NOTE: During two major storm events the phase 1A irrigation system was damaged by fallen power lines which shorted with the irrigation system control wires causing severe electrical damage to all components. Further damage to all irrigation piping from shorting wire caused numerous irreparable leaks throughout the system and burnt out all solenoids. Contract period will consist of a Ninety (90) calendar days, after (date of contract award/notice to proceed). Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals and pending award. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price, (2) Technical Approach To Complete Statement of Work & Qualifications; and (3) Past Performance. NOTE: Performance and Payment Bonds are required. Electronic solicitations will be available for download from http://www.fbo.gov on or about June 27, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 1:00 P.M. EDT on July 27, 2017. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
