- This Request for Information (RFI) serves as a SOURCES SOUGHT NOTICE and is being published for the purpose of conducting Market Research to obtain information regarding the availability and capability of all qualified sources and the estimated price to perform a potential requirement. This is not a solicitation. All costs associated with providing information, as requested by this RFI/Sources Sought Notice, shall be the responsibility of the submitter. Submission is voluntary. This requirement is for Department of the Interior (DOI) U.S. Geological Survey (USGS), Energy Resources Program (ERP) and Mineral Resources Program (MRP) laboratory audits in accordance with the attached Work Statement. Interested firms, who feel that they can provide the laboratory audits in accordance with the attached Work Statement, are invited to submit in writing by email an affirmative response to this announcement. An affirmative response must include: 1. Your firm ¿s name; 2. Your firm ¿s DUNS Number as registered in the System for Award Management (SAM) www.sam.gov; 3. Your firm ¿s point of contract (POC) name, phone, and email; 4. Your firm's socioeconomic status as registered in SAM (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. The small business size for NAICS 541614 Process, Physical Distribution and Logistics Consulting Services is less than $15.00M average annual receipts for the preceding three (3) years; 5. References with contact names, email address, and phone numbers. These references are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist; 6. Your firm ¿s estimated prices to perform the services as described in the attached Work Statement. This information will be evaluated and used to determine if/how the Government will pursue the project. (This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the firm or the Government. Responses to this RFI will be used by the Government to make appropriate acquisition decisions.) Estimate the Price for each Work Statement Item: a. Item 00010 Audit the USGS ERP Laboratories; b. Item 00200 (Optional) MRP Laboratories Audit; c. Item 00210 (Optional) Audit the USGS ERP Laboratories; d. Item 00310 (Optional) ERP Annual Manual Review; e. Item 00320 (Optional) MRP Annual Manual Review; f. Item 00400 (Optional) ERP Laboratories 3rd Year Re-Audit; g. Item 00410 (Optional) ERP Annual Manual Review; h. Item 00420 (Optional) MRP Annual Manual Review; and i. Item 00500 (Optional) MRP Laboratories 3rd Year Re-Audit; 7. Your firm ¿s suggestions to the Government for price savings, such as adjustments to the work statement, separate annual travel item with Federal Travel Regulation standards, etc. If adjusting the work statement, please provide a separate draft work statement and its estimated pricing. If adjusting to separate annual travel item, then provide estimated pricing for the services with quantity of travelers and travels; thus, allow the travel price to be reimbursable at the Government ¿s risk. All responses must be submitted NLT 06/26/2017 at 1700 ET via e-mail to ddowney@usgs.gov. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this RFI will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities (Fedbizopps.gov) website and no paper copies will be provided.
