Description
The Department of Energy's (DOE) Princeton Site Office (PSO) is hereby issuing a Notice of Opportunity (NOO) for the purpose of entering into an Energy Savings Performance Contract (ESPC) Task Order (TO) for performance at the Princeton Plasma Physics laboratory (PPPL) in Princeton, NJ. PPPL is a fusion energy research laboratory dedicated to developing the scientific and technological knowledge base for fusion energy as a safe, economical and environmentally attractive energy source for the world's long-term energy requirements. PPPL is a DOE national laboratory that is managed and operated under contract by Princeton University PSO will select a contractor from DOE's prequalified List of Energy Service Companies (ESCOs) ( https://energy.gov/eere/femp/2017-doe-idiq-espc-energy-service-companies ) to move onto a Preliminary (PA) Assessment of the PPPL project. Only those companies on the aforementioned list are permitted to respond to this NOO. This NOO and the TO that may result are in accordance with the DOE's ESPC base contract found at https://energy.gov/eere/femp/downloads/2017-doe-idiq-espc-generic-contract. ESPCs are multi-year contracts authorized under 42 U.S.C. § 8287 for the purposes of achieving energy savings and benefits ancillary to that purpose. Through ESPC TOs, prequalified ESCOs develop, finance, implement, and perform measurement & verification on energy conservation measures (ECMs) for federal agencies at no upfront cost to the installation or agency. The return to an ESCO is a contractually determined share of the energy cost savings generated by the ESPC project. Prior to award of a TO, the ESCO conducts a comprehensive energy audit and identifies improvements to avoid facility energy costs and energy related operation and maintenance (O&M) costs. The ESCO guarantees annual cost savings upon implementation of the ECMs and privately finances the investment. The delivery schedule is amortized to allow the federal agency customer to pay for ESCO services and debt service from annual cost savings over the term of the contract.
