- NOTICE OF INTENT TO SOLE SOURCE 1.Solicitation Number: W81XWH-17-T-0278 2.Sole Source Title: CAMAG Scientific, Inc. Thin-Layer Chromatography (TLC) Scanner 4 3.Agency: U.S. Army Medical U.S Army Medical Research Institute of Infectious Diseases(USAMRIID), Fort Detrick, Frederick, MD 4.Contracting Office: U.S. Army Medical Research Acquisition Activity (USAMRAA), FortDetrick, Frederick, MD 5.Location: Fort Detrick, Frederick, MD 6.Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends toaward a sole source Firm-Fixed Price supply contract to CAMAG Scientific Inc., DUNS 121693519 and CAGE Code 1PN63. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b)(1)(i), and the FAR citation title is "Only one source reasonably available" to include brand name. 7.Background: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID)is the Department of Defense's (DoD) lead laboratory for medical biological defense research. USAMRIID's core mission is to protect the warfighter from biological threats; USAMRIID also investigates disease outbreaks and threat to the public health. The research conducted at USAMRIID leads to medical solutions-therapeutics, vaccines, diagnostics, and information that benefit both the military personnel and civilians. USAMRIID has a mission to provide leading edge medical capabilities to deter and defend against current and emerging biological threat agents. The TLC Scanner 4 will allow researchers to be capable of quantitatively measuring the intensities of bands on lateral flow immune assay kits. Installation and onsite training must be included with the analytical equipment for its reliability to enable personnel to fully take advantage of the system and continue onward with their research productively to create, store, and reuse programmable methods to control the system. 8.Scope and Purpose: The USAMRIID requires one (1) CAMAG Scientific, Inc. TLC Scanner4 to include software, desktop and monitor, all adapters and inkjet printer. CAMAG Scientific, Inc. is the sole manufacturer of the Chromatography System and considered the most advanced workstation for densitometric evaluation. The TLC Scanner 4 will provide scanning by absorbance and fluorescence of arrays for a collection of elements in values or variable for the support of research to identify compounds present for accuracy in quantitative analysis. USAMRIID requires a standard warranty of two (2) years on parts and a one (1) year warranty on labor. In addition, on-site Preventative Maintenance (PM) is required for the first year after the TLC Scanner 4 is delivered and three option years ending in 2021. CAMAG Scientific, Inc. manufacturer part number is 027.62csi, hardware 958.3000. Installation Qualification/ Operational Qualification is required and is identified as Item # IQOQ. 9.North American Industry Classification System (NAICS) Code: The NAICS code for thisrequirement is 334516 Analytical Laboratory Instrument Manufacturing size standard 1,000. Page 2 of 2 10.Anticipated Delivery Period: The requirement for CAMAG Scientific, Inc. TLC Scanner 4workstation to be delivered within 3 to 5 weeks with preventative maintenance for a period of four (4) years from date of delivery. 11.Information to Industry: This Notice of Intent to Sole Source is for informational purposesonly in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within fifteen (15) days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement. 12.Response Due Date: Interested vendors should submit the Capability Statement inresponse to this Notice of Intent to Sole Source electronically by 10:00 AM (EST) 6 July 2017 via e-mail to the Contract Specialist, Ms. Wanda King, at wanda.d.king.civ@mail.mil. No phone calls will be accepted. 13.Notice Closes: This Notice of Intent to Sole Source closes on 6 July 2017 at 10:00 AM.(EST). 14.Questions Closing Date: Questions to address this requirement shall be in no later than27 June 2017 at 10:00 A.M. (EST). 15.Confidentiality: No proprietary, classified, confidential, or sensitive information should beincluded in response to this notice.
