- This is a combined synopsis/solicitation for Brand Name commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is: VA259-17-Q-0709, and it is issued as a request for quotation (RFQ) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective January 19, 2017. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source or a limited number of responsible sources for purchases not exceeding the simplified acquisition threshold or. COs may solicit from one source, or limited type of supplies or services, if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Leica Cassette Printer is necessary for identifying cassettes holding patient biopsy specimens by creating permanent and legible labels. The cassette printer eliminates transcription errors, smudged labels, or misinterpretation due to illegible handwriting. The Leica IPC ink-jet printing module is designed for high-throughput of chemical resistant histology cassette printing. The system is tailored to release lab technicians from time consuming manual cassette labeling work to optimize workload efficiency. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: Leica specializes in pathology based products and are considered to manufacture the gold standard for pathology instrumentation. Leica offers newer technology such as cassette scanning instead of a print head and self contained cassette sleeves. The cassette sleeves are set in place and not removable decreasing the likelihood of cassette jams and the use of a flash bulb for scanning instead of a print head for faster through put than any other model available. This model is currently being used by other VA facilities and found to be the best solution for their pathology departments. 4. SUGGESTED MANUFACTURER INFORMATION (Contractor Name, Address, City, State, Zip, and Telephone Number) Leica Biosystems 5. REASON THAT SUGGESTED MANUFACTURER IS THE ONLY BRAND, WHICH WILL MEET THE MINIMUM NEEDS OF THE GOVERNMENT: Leica specializes in pathology based products and are considered to manufacture the gold standard for pathology instrumentation. This specific make and model from Leica offers new, faster, and more user friendly options for the department. Reduces the likelihood of cassette jams, delays to biopsy processing, and eliminates transcription errors, smudged labels, or misinterpretation due to illegible handwriting. 6. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Market research was conducted in house. Selection was of this model was based on prior history with various cassette printer models. This Leica Cassette Printer was found to be superior to other models and offered better instrumentation options. Other cassette printer models utilized removable cassette sleeves that results in considerable jams and mislabeling errors due to the inability to scan patient cassettes.
