- This requirement is associated with the NAVAIR 4.11 Rapid Capability Engineering & Integration Department Industry Day; updates regarding the status of this procurement are provided under Solicitation Number 07202015. The purpose of this announcement is to provide the DRAFT Solicitation for the 4.11.4 Special Communications Mission Solutions (SCMS), N00421-17-R-0004. DISCLAIMER: This is a DRAFT Solicitation to obtain industry input/questions. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. Description of Requirement: The Naval Air Warfare Center-Aircraft Division (AIR-2.5.1.2) at Patuxent River, MD intends to procure, on a competitive basis, the services necessary to provide technical support for the AD-4.11.4 Special Communications Mission Solutions (SCMS) Division. SCMS leverages the Special Communication Rapid Integration Facility (SCRIF) to provide rapid integration for C5ISR systems onboard small and large craft, commercial and militarized vehicles, transit cases, mobile communications, fixed base stations, command centers and intelligence systems. The contractor shall provide SCRIF production engineering, integration and installation support for the development, integration/kitting, verification, logistics support, in-service support, and program planning of C5ISR systems, subsystems, and equipment. Please review the Draft Solicitation and provide feedback. Please provide specific comments. The Government requests that any responses in regards to the DRAFT Solicitation be submitted via e-mail no later than 07 July 2017 at 3:00 P.M. The solicitation number is N00421-17-R-0004. The North American Industry Classification System (NAICS) code is 541330 with a small business size standard of $38,500,000.00. The Product Service Code (PSC) for this requirement is N058 - Installation of Equipment. This requirement is a follow-on procurement to contract N00421-17-C-0028.
