W9127N-17-R-0043, Oaks Bottom Wildlife Refuge Tidal Restoration_Plans W9127N-17-R-0043, Oaks Bottom Wildlife Refuge Tidal Restoration_Specs Synopsis: The U.S. Army Corps of Engineers (USACE) Portland District intends to solicit small business construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for the construction of the Oaks Bottom Wildlife Refuge Tidal Restoration Project located in Portland, Oregon. Project Description: The U.S. Army Corps of Engineers, Portland District, has a requirement to restore the Oaks Bottom Wildlife Refuge located in Portland, Multnomah County, Oregon. Oaks Bottom offers a unique opportunity for a large, natural, tidally influenced floodplain and wetland area to be restored in the heart of the city. The Oaks Bottom Wildlife Refuge is a 160-acre park with diverse habitats including an extensive floodplain located along the east bank of the Lower Willamette River at approximately River Mile 16 in southeast Portland, Oregon. The project area is within the 100-year floodplain of the Willamette River, which is within the tidal zone of the Columbia River. The Willamette River merges with the Columbia River approximately 16 miles downstream of the project site. Daily freshwater tidal fluctuations typically range up to 2.5 feet in the project area. The purpose of the proposed action is to restore a more natural tidal hydrologic connection between Oaks Bottom and the Lower Willamette River, improve diverse fish and wildlife habitats, reduce non-native species populations, and provide unhindered fish passage into and out of Oaks Bottom. The following tasks will be completed as part of the construction contract: • Replacement of the culvert under the railroad berm with a 16-foot by 10-foot culvert, • Removal of the water control structure, • Excavation of tidal slough channels to connect to the reservoir and southern ponds, • Revegetation with riparian and wetland species along the channels and around the perimeter of the reservoir and southern ponds, and • Placement of two viewing platforms adjacent to the Springwater Trail. Construction activities are anticipated to occur between June 2018 and December 2018. Acquisition Strategy: The solicitation will be a request for proposal (RFP). The Lowest Price Technically Acceptable source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a total small business set-aside. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction ($36.5M). The FSC is Y1KZ - Construction of Other conservation and development facilities. Proposal Period: The solicitation is scheduled for release on or about 22 June 2017. The tentative date for receipt of proposals is on or about 22 July 2017. Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEBORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRE-SOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
