- Solicitation: VA260-17-Q-0476 Toshiba Uninterrupted Power Supply Maintenance Notice Type: Combined Synopsis/Solicitation (i) This is a COMBINED SYNOPSIS/SOLICITATION for commercial services/items prepared in accordance with the format in FAR subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is VA260-17-Q-0476 and is issued as a request for quotation (RFQ) COMBINED SYNOPSIS/SOLICITATION. (iii) The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-52, November 2, 2011. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.acquisition.gov/far/ (FAR) and http://www.va.gov/oal/library/vaar/ (VAAR). Additionally 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements Representation (DEVIATION 2015-02) and 52.203-98, Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements Representation (DEVIATION 2015-02) are incorporated into this solicitation. (iv) This solicitation is issued as a total SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) set-aside. The North American Industry Classification System (NAICS) code is 811219 Only Department of Veterans Affairs Center for Veterans Enterprise (CVE) Vendor Information Pages (VIP) VetBiz verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal should be rejected as non-responsive or technically unacceptable as listing in VIP is not self-correctable as a minor informality as, for example, a listing in SAM. All other purported SDVOSBs must apply for and receive verified status in accordance with 38 CFR Part 74 and be listed in VIP prior to submitting a bid or offer on an acquisition conducted in accordance with VAAR Part 819. The VIP database will be checked both upon receipt of an offer and prior to award. (v) This procurement is for NEW EQUIPMENT ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty, which must be detailed in the received quotation. All quotations must be inclusive of shipping and installation costs should they apply. This requirement consists of the following items/specifications: 1.0 INTRODUCTION The Mann-Grandstaff VA Medical Center requires both preventive maintenance (PM) and emergency maintenance of its Toshiba uninterruptible power supply (UPS) units and replacement of batteries, capacitors, and fans as describe on schedule below. Workplace location is at 4815 N. Assembly Street, Spokane WA. 99205. Also required is the option to purchase parts and/or batteries. 2.0 BACKGROUND The Mann-Grandstaff VA Medical Center supports multiple programs that depend on two Toshiba UPS units. The UPS s provide critical temporary backup power to the facility s computing and networking equipment for both scheduled and unplanned outages of utility power through building line AC infrastructure. This includes bridging the time gap between lines AC going down and the on-site backup generator taking over. History has shown that both planned and unplanned outages commonly occur several times per year, so a healthy, reliable UPS system is at all times critical to Mann-Grandstaff VA Medical Center Operations. 3.0 SCOPE TOSHIBA shall ensure that all UPS s covered under the contract are maintained in compliance with original equipment manufacturers (OEM) standards operating condition at all times on both a preventive and emergency basis. Any additional UPS s of the contracted make(s) which may be installed/removed following award will be addressed through a subsequent modification to the contract. Travel costs for travel to and from the site shall be included in the bid. TOSHIBA shall provide replacement of parts and batteries should any of our current equipment fail at the current established parts price list (less any applicable discounts) in effect at the time of installation or at a rate not to exceed that charged to the vendor's most favored customer for the same item in like quantities, or the current market price, whichever is lower. TECHNICAL REQUIREMENTS Performance Requirements Contractor shall provide OEM (Toshiba) parts, materials, labor, tools and equipment, and travel as necessary to travel to and from Mann-Grandstaff VA Medical Center for all service visits shall be at no additional charge to VAMC Spokane, to provide on-site Uninterruptable Power Supply (UPS) maintenance, repairs, and or emergency repair services. The repair services are performed at VA Spokane Healthcare System, Spokane Campus, 4815 N. Assembly Street, Spokane, Washington 99205. Toshiba shall provide the following for all UPS units in the quote, including any replacement of batteries, capacitors, and fans per schedule below: Work Description 24/7 On-Site Service/ holiday and weekend included Rapid On-Site Emergency Response/ six hours or less on-site Emergency Response 24/7 UPS Preventive Maintenance Two UPS Preventive Maintenance Inspections per year/ Monday - Friday 8:00 a.m. - 5:00 p.m. 100% Parts & Service coverage on all Corrective Maintenance Government will procure initial Toshiba LEVEL C spare part kit; cost to procure LEVEL C parts kit shall be included in the contract. TOSHIBA shall provide Free Replacement Parts for Spare Parts Kit 24/7 Toshiba Technical Phone Support 24/7 Online Service Request Replace existing old batteries with new batteries on two UPS units Model # 4200FA, this will be accomplished during Base Year and Option Year 4 Battery Information: Model 12HX300-FR Quantity 24 Per UPS Unit Total Batteries 48 Each Promptly and safely dispose of removed parts and materials. Replace all OEM Capacitors on two Toshiba UPS units Model # 4200FA, this will be accomplished during Base Year and Option Year 4 Replace all OEM cooling fans on two Toshiba UPS units Model # 4200FA, this will be accomplished during Base Year and Option Year 4 Perform all work in accordance with manufacturer specifications, relevant electrical and safety codes, and industry standards, Toshiba shall coordinate any tests, bypasses, or shutdowns that could adversely impact UPS loads 3 days in advance with the Mann-Grandstaff VA Medical Center technical Point of Contact, Coordinate any tests, bypasses, or shutdowns that could adversely impact UPS loads 3 days in advance with the Mann-Grandstaff VA Medical Center technical Point of Contact, Emergency Response and Repairs TOSHIBA shall provide on-call, on-site technical support with availability covering all times of day and all days of the year. This must include an internal mechanism for escalation should the VA be unable to reach a human being on the call. Toshiba shall repair and replace parts as necessary to repair failed components and to prevent imminent problems in accordance with recommendations by the equipment manufacturers. Toshiba shall repair the units as necessary to get the units back up to original equipment manufacturer (OEM) standards. Equipment Description The covered components as a minimum, preventive maintenance shall include but not necessarily be limited to: Item Manufacture Model Number Serial Number kVA Equipment Type Form 1 TOSHIBA 4200FA 130603121 50 UPS T42F3F500XAMXNB 1 TOSHIBA 4200FA 130102298 50 UPS T42F3F500XAMXN 5.0 DELIVERABLES For each site visit, the Toshiba shall provide a detailed written report to the Mann-Grandstaff VA Medical Center Technical Contacts including: Date/time of the visit. Name of the individual(s) who performed the work. All service parameters checked by cabinet ID, with their results. All deficiencies found. Recommended corrective actions. For work not covered by the contract, an itemized list of all time and materials, to be presented to the technical liaison prior to authorization of work. Material identification should include make, model, number of units, and per-unit cost. All work not specifically covered in the contract must be delayed until a contract modification can be issued. Manufacturer warranties, when applicable, for replaced parts. Option to purchase batteries and parts as needed. Any unrepaired items. Deferred or scheduled for repair This report should be provided to the Technical Contacts within two weeks of the site visit or as early as necessary, if the findings require more immediate attention. Any changes affecting the scope of work shall originate from and be approved by the Contracting Office. Parts Materials at Cost For the cost plus percentage bid for this item, Toshiba shall provide materials required replacing and / or repair material found to be defective. The cost to Mann-Grandstaff VA Medical Center of new material shall be that actually charged the Toshiba as substantiated by vendors invoices plus the percentage bid under this item. The percentage bid under this item shall include all the Toshiba's overhead and profit, and no additional payments will be made other than the actual substantiated cost of material plus the bid percentage. Non-consumable Replacement Parts Non-consumable replacement parts furnished shall be essentially the standard product of the original generator manufacturer. Any substitution for original replacement parts shall be with an equivalent or a better product. The replacement part may be acceptable provided that it meets or exceeds all the requirements of the original part and that such substitute will not materially alter the original basic design. Replacement Parts Guarantee All replacement parts, materials, and workmanship furnished shall be guaranteed by the Toshiba to perform the services required of them, to the full expectations and/or satisfaction of the Owner in accordance with recommendations from original equipment manufacturer, for a period of one (1) year from the date of installation and acceptance. Toshiba service shall ensure that the equipment functions in conformance with the manufacturer s specifications. Maintenance and repair procedures shall be in accordance with the manufacturer s specifications. A flash badge shall be obtained from the VA Facility Human Resource office. The flash badge will be worn while the Contractor employee(s) is on-site and will be returned to the HR office, upon completion of that job.
