- Draft Performance Work Statement The Government hereby submits a notice of intent to award a Firm Fixed Price contract to Telos Corporation for "XACTA Information Assurance (IA) Manager Software Suite, Training and Subject Matter Expertise (SME) Support" using a Limited Sources Justification and Approval in accordance with FAR 8.405-6(a)(1)(i)(B) or FAR 16.505(b)(2)(i)(B), Only one source/awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. INTRODUCTION: This Special Notice constitutes a synopsis in accordance with FAR 8.405-6(a)(2). This notice is for planning purposes only and there is no solicitation available at this time. The North American Industrial Classification Systems (NAICS) code is 541519, Other Computer Related Services, which has a small business size standard of $27.5 million. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive procurement. INFORMATION AND INSTRUCTIONS: All businesses capable of providing "XACTA Information Assurance (IA) Manager Software Suite, Training and SME Support" are invited to respond. Any information provided to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted. Respondents are requested to submit their capability statement electronically, as described below. Requested information listed below must be received no later than 1100 hours (Mountain Time) on 7 July 2017. Company name Address Point of contact with e-mail address and telephone number Federal CAGE Code Data Universal Numbering System (DUNS) Socio-economic Category GOVERNMENT RESPONSIBILITY: This notice is not a solicitation, and should not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach. Any information submitted by respondents to this notice is strictly voluntary. All questions and comments on this notice shall be submitted via e- mail to only the contacts listed above. REQUIREMENTS: Preference for this system would be to have the following components working together from one manufacturer with all the same interfaces. Any system MUST MEET these requirements: HQ AFSPC Requirement for Xacta Perpetual Software Licenses. Telos Xacta Information Assurance (IA) Manager and Xacta IA Manager Continuum Assessment will be used by HQ AFSPC on AF Network (AFNET) Enterprise, Non-Secure Internet Protocol Router Network (NIPRNET) and Secret Internet Protocol Router Network (SIPRNET); this capability automates the Risk Management Framework (RMF) assessment process for HQ AFSPC and the AF. The system standardizes the RMF process throughout the AF enterprise to include NIPRNET and SIPRNET. The HQ AFSPC requirement is for operations and maintenance of the existing capability as detailed below. HQ AFSPC requires: Annual Maintenance for Telos Xacta Information Assurance (IA) Manager for Unlimited Server perpetual software license for unlimited projects/systems. Maintenance must include required Tier 1-3 technical support; unlimited help desk support; access to bug fixes, service packs, agency-level content updates, and version functionality upgrades to Xacta IA Manager. Annual Maintenance for Xacta IA Manager Continuous Assessment (Xacta Continuum TM) perpetual software license for 5000 Xacta Host Info Agents. Maintenance must include unlimited help desk support; access to bug fixes, service packs, agency-level content updates, ability to incorporate data from third party tools/applications, and version functionality upgrades to Xacta IA Manager. Xacta Continuum TM Plug-In Annual Subscription for third party assessment tools. Must provide ability for existing tools to map inputs to security controls. Input from these assessment tools are mapped to security controls to provide near-real time compliance views and enable continuous monitoring. Telos Corporate listing - Nessus(includes ACAS, Nessus output files), McAfee, Symantec (asset data). Subject Matter Expert to assist with further template development, Risk Management Framework integration and assist with support of Xacta Continuum. Also support for work flow development; database maintenance, and integration of Risk Management Framework assessment process (FTE of 1880 hours). Xacta IA Manager ICD 503 Users and RMF Training Courses (to be conducted at the customer site, CONUS location) - three (3), four (4) day user training course (user and RMF training) that provides overview of the Enterprise edition of Xacta IA Manager for up to 15 students, including authorization and assessment process. Training shall include training manuals, certificates, hands on lab and lecture. Xacta Continuum Training Course (to be conducted at the customer site, CONUS location) - Two (2), three (3) day courses covering up to 15 students; must include training manuals, certificates, hands on lab and lecture. All training shall need to be scheduled 5 weeks in advance. Maintenance and updates to HQ AFSPC Computer Based Training modules or embedded and external video training capability to include incorporation of DoDI 8500.01, Cybersecurity, 14 Mar 2014.
