- SF1449 - Sculpture IDIQ GSA527 Request for Proposal (RFP) Sculpture IDIQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is being issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2005-95), effective Friday, January 13, 2017. This is a total small business set-aside. The associated North American Classification System (NAICS) Code 711510 and the small business size standard are $7.5 million average annual receipts. The General Services Administration (GSA), Public Building Services (PBS), Office of the Chief Architect, Art in Architecture and Fine Arts Division (PCAC), located in Washington, DC is seeking the services of a contractor to provide care and preservation of Government-owned work of arts involving the assessment, analysis and treatment of sculptures in/on Government-owned property in GSA buildings and offices. The GSA/PBS intends to establish a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for sculptures, which includes but not limited to interior and exterior sculptures with a base year period and four (4) options year periods. The maximum ordering limitation for the Sculptures IDIQ contract shall be $8,750,000.00 for the base year and each one-year option period, with the total contract amount over five years not to exceed $1,750,000.00. Services will be procured, as necessary, by the issuance of Firm-Fixed price task orders. All potential offerors must be registered in the System for Award Management (SAM) prior to award (www.sam.gov). The selected firms shall be required: to survey, assess, recommend treatment, transport, perform conservation services, perform emergency stabilization/repair, and develop generic cyclic maintenance plans and protection plans for works of art in the Fine Arts Collection. The conservator will be responsible for providing the necessary professional services to ensure that the proposed conservation and treatment will not have an adverse impact upon the aesthetic, historic, and physical integrity of the artwork. It may be required that conservation treatments are reversible in order to ensure that removal of materials and techniques will not endanger the physical welfare of the artwork. The known character of the artwork should not be modified. As much as possible, decayed segments of an artwork will be conserved. The treatment prescribed shall be the safest and least intrusive restorative method so as not to compromise the original integrity of the artwork, and should follow the guidelines for the American Institute for the Conservation of Historic and Artistic Works (AIC) Code of Ethics and Standards of Practice. The offeror must be able to demonstrate their experience to perform the work that is relevant to the Art Conservation Services - Sculpture requirement. Offerors that submit proposals in response to this synopsis/solicitation are required to have been in business for three years or longer. Offerors that submit proposals who do not meet this requirement will be disqualified and eliminated from competition. Factors: (1) Experience and Qualifications, (2) Technical Capabilities, (3) Capabilities of Firm, (4) Past Performance and (5) Management Approach. SEE ATTACHMENT FOR STATEMENT OF WORK AND INSTRUCTIONS FOR SUBMITTING RESPONSES The provision at 52.212.2, Evaluation -Commercial Items, will be used to evaluate offerors for awarding the contract. The Government intends to award the contract resulting from this solicitation to the most responsible offeror whose offer conforms to the solicitation will be the most advantageous, representing the best value to the Government, price and other factors considered. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Offerors shall provide Taxpayer Identification Number, as well as, Data Universal Numbering System number with its proposal.
