- Notice of Intent to Award a Contract Modification to WebMD The Food and Drug Administration intends to modify contract HHSF223201610043C, "Improving Safe Use of Fluoroquinolone Antibiotics Through Development of an Innovative Educational Program" in the amount of $49,000. The contract modification will be awarded to: WebMD 395 Hudson Street New York, New York 10014 In accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. WebMD is currently conducting the study on Improving the Safe Use of Fluoroquinolone Antibiotics Through Development of an Innovative Educational Program and they are the only ones that can collect the additional data required for the analysis. FDA subject matter experts identified additional tasks that will provide a better understanding of who is and who is not being reached using the messaging of the Drug Safety communications (DSC) on fluoroquinolones via email. A detailed determination into what factors are correlated with a person opening a DSC email or Continuing Medical Education (CME) email invitation they receive, or whether they open it at all are needed. These factors will include demographic factors of age, race, gender and ethnicity. The proposed changes will also determine the specialty and/or subspecialty as well as profession or degree, such as physician, nurse practitioner, physician assistant or pharmacist. The additional studies will determine if it is related to which region of the country someone is from or whether they are urban/suburban/rural. Also to be reviewed is the time of day or day of the week the DSC is sent, as well as who sends it (FDA, WebMD, etc.), to determine what strategies would be most effective to communicate about the safety and effectiveness of fluoroquinolones. WebMD will collect the additional data and provide metrices on the above stated work to determine which strategy receives the most effective readership by the targeted consumers. The NAICS code for this action is 541712. This procurement is made under the authority of FAR 6.302- Only one responsible source and no other supplies or services will satisfy agency requirements. This is a notice of intent to issue an award on a sole source basis. This notice of intent is not a solicitation for competitive proposals.
