- Sources Sought Synopsis and Contractor Capability Survey Sources Sought Synopsis E-3 Recording Control Unit Repair (NSN 5895-01-207-7100, P/N 83-48056-001) PURPOSE/DESCRIPTION We are conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to perform a repair of the RCU in order to support user requirements. Our acquisition strategy is a five years contract (basic plus four option years). The projected quantities for NSN 5895-01-207-7100 are estimated as follows: Basic Year Qty: 3ea Ordering Period 1 Qty: 2ea Ordering Period 2 Qty: 2ea Ordering Period 3 Qty: 2ea Ordering Period 4 Qty: 2ea The E-3 Recording Control Unit (E-3 RCU) consists of a Digital Flight Data Recorder (DFDR), a Cockpit Voice Recorder (CVR), and a Crash Position Locator (CPL) control unit. The E-3 RCU is used to operate and test the DFDR, CVR, and CPL. The DFDR records aircraft operating parameters such as altitude, attitude, power lever angle and significant events such as CPL activation. The CVR is utilized to record flight crew communication. The CPL generates and transmits distress signals in the event of a crash. The Contractor shall be capable of furnishing all required labor, material, facilities and equipment to return the end item to a serviceable condition. Tasks will include program planning, laboratory testing, support equipment, and life cycle planning. The contractor will accomplish repair of the RCU, observing accepted quality standards and relevant technical standards. The contractor shall prepare response to PQDR reports and provide corrective actions as needed to ensure delivery of defect free repaired items. The contractor shall repair and return repair is intended to provide the assets necessary to support the current Mission Requirement of the E-3 aircraft.
