Description
The U.S. Army Contracting Command - Redstone is issuing this sources sought synopsis in accordance with FAR 15.201(e) as a means of conducting market research to identify parties with existing capability in Kabul, Afghanistan for depot overhaul/repair of Mi-8/Mi-17 (all civilian/military variants) aircraft. This market research supports the requirement for the urgent turn-around time requirements for overhaul and depot heavy repair in support of Kabul, Afghanistan, with the aim to increase combat power to Afghanistan as rapidly as possible. VENDOR SHALL POSSESS AND MAINTAIN THE FOLLOWING DOCUMENTATION: 1. The vendor SHALL possess and maintain certification from Mil Moscow Helicopter Plant (MMHP), the Interstate Aviation Committee (IAC) for civil variant aircraft, and Military Airworthiness Authority (MAA) for military variant aircraft. 2. The vendor SHALL HAVE AND MAINTAIN a documented agreement with the Russian Federal Service for Technical Military Cooperation (FSTMC) for the performance of the work in the support of the Afghanistan Mi-17 fleet. 3. The vendor SHALL have and maintain documentation that the company is approved to provide overhaul/repair/modification of Mi-8/Mi-17 (all civilian/military variants) as well as the capability to enter into contracts with foreign military customers for military purpose overhaul and repair. 4. There SHALL be existing contractual relationships with Rosoboronexport, (or documentation from FSMTC indicating a contract with the United States Government (USG) or the Government of the Islamic Republic of Afghanistan (GIROA)) in support of Kabul, Afghanistan aircraft that would allow for continued utilization of other existing Original Equipment Manufacturer reach back capability for spare parts, services, manuals, and engineering support. The results of this market research will contribute to determining the method of procurement for an aircraft overhaul/repair contract establishing an urgent need for capability at Kabul, Afghanistan. The anticipated NAICS is 488190, Other Support Activities for Air Transportation. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. All costs associated with responding to this Sources Sought will be solely at the interested parties' expense. All responsible sources may submit a capability statement. Requirement Statement: The Government seeks white papers regarding the capabilities, past similar experience and technical approach in support of the procurement of the overhaul capabilities. The response MUST include the following: (1) Company information to include: Company name; size of company; cage code; point of contact to include phone number and email address, (2) Experience: Provide a list of recent relevant contracts, (3) Capability to meet requirements identified in this synopsis. Purpose and Limitations: The Government's intent is to better understand the current capabilities and strategies to determine the best solution. Industry feedback is vitally important and the Government will be receptive to any and all ideas. Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked. The Government intends to utilize US Government contractors in the evaluation of any submitted documents. Please limit formal white paper submissions to no more than 25 pages and must be unclassified. Electronic submissions are strongly encouraged. All items must be in Microsoft Office 2003 or later format or Adobe PDF format. Not responding to this sources sought DOES NOT preclude participation in any future COMPETITIVE RFP, if any is issued. If a COMPETITIVE solicitation is released, it will be synopsized on the FedBizOpps website. It is the responsibility of any potential offeror to monitor FedBizOpps for additional information pertaining to this requirement.
