- This is not a solicitation announcement. This is a Sources Sought publication only. The purpose of this Request for Information (RFI) is solely for information and planning purposes and does not constitute a solicitation. Please do not submit a proposal in response to this RFI. This notice is to assist the VA in the determination of sources only. A solicitation is not currently available. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Department of Veterans Affairs (VA), Fargo VA Health Care System, is seeking potential Contractors capable of providing a 1.0 Full-Time Equivalent (FTE) Board Certified /Board Eligible Cardiologist on site at the Fargo VA Medical Center, 2101 Elm St. N., Fargo, ND 58102. These services are solely dedicated to Veteran patients of the Fargo VA Health Care System. The Fargo VA is looking for responses from contractors regarding their capability to provide 1.0 FTE Cardiology Physician Services. 1.0 FTE is defined as 40 hours per week; 2080 hours per year. The Cardiology Department is open Monday through Friday 8:00 AM to 4:30 PM. The contractor s physician(s) will be available on-call during all hours when the Fargo VAHCS Cardiology clinic is closed, including evenings, weekends and holidays on a bi-weekly rotating shift. Each FTE will be expected to work a full shift. Services to be provided include: Contract physicians (as appropriate and within scope of practice/privileging) shall be responsible for providing Cardiology care, including, but not limited to: Provide cardiology consultative services to include, but not limited to, echocardiogram (trans-thoracic) with interpretation, echocardiogram (trans-esophageal) with interpretation, elective cardioversion, exercise stress tests with or without rdionuclide scintigraphy, pharmacologic stress tests with or without scintigraphy, dobutomine stress echocardiogram, EKG interpretation, and Holter interpretation. Routine consults: Will be addressed within seven (7) calendar days with a recommendation for appointment and/or treatment. Consultations will be in accordance with Network Policy V23-CMO-031.Contractor provider(s) shall provide consultative services at the patient's bedside if the patient is not ambulatory and in the clinic setting if the patient can report to the outpatient clinic. Procedures shall be scheduled for completion within 30 days of the date of the consult. Emergent On-Call Consultation: The Contractor shall provide after-hour Cardiology service and consultative coverage, on an equal rotation with Fargo VAHCS Cardiology physician staff on a seven (7) days a week, 24 hours a day basis for VA beneficiaries present in the Fargo VAHCS. This may include: urgent care and consultations for medical, surgical and psychiatric inpatients. Stat/urgent telephone calls/pages shall be returned within five (5) minutes and routine telephone calls/pages shall be returned within fifteen (15) minutes. If needed, patients shall be seen within two (2) hours or sooner as medically required Inpatient Consults: During normal duty hours, Stat/urgent consults will be seen by the Cardiologist as soon as possible, but no more than three (3) hours after receipt of consult request. In addition to completion of a Stat/urgent electronic consult, direct communication between the requesting provider and receiving service must take place and that communication must be documented in the medical record by the Contract physician. Outpatient Consults: Emergency intra-facility and inter-facility consultation services are to be negotiated between the requesting and receiving facility physicians, and responded to as quickly as possible, as deemed appropriate, commensurate with the level of urgency and/or patient transport and transfer requirements. Additional Information: The VA seeks to gain knowledge of potential qualified sources and their size classification (HUBZone, 8(a), small, small disadvantaged or service disabled veteran owned small business) relative to NAICS Code 561320, Temporary Help Services; size standard of $27.5 Million. Responses to this Sources Sought will be used by the Government to make appropriate acquisition decisions and developing a potential procurement strategy. After review of responses to this sources sought synopsis, a solicitation announcement may be published in the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond directly to any corresponding solicitation by submitting a proposal.
