MARKET SURVEY 22 JUNE 2017 From: MILITARY SEALIFT COMMAND (MSC) N102B Subject: MARINE TRANSPORTATION RESEARCH SUBSCRIPTION DESCRIPTION: This is a market survey for acquisition planning purposes ONLY. No formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work. Interested offerors must submit a brief but complete capability statement that demonstrates the capability to perform the type of services described below. MSC requests a response to this market survey by no later than 30 June 2017 at 4:00 p.m. Norfolk, Virginia local time. This information will be used by the Contracting Officer to assist in developing the procurement strategy. This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey. DRAFT REQUIREMENT STATEMENT OF OBJECTIVES Marine Transportation Research Subscription 1. Scope. The Military Sealift Command, Operations and Plans Directorate (N3/5), PM5 (Sealift), and other MSC components require access to an information source whereby marine transportation research can be completed in order to conduct operations, planning and sealift activities for MSC. 2. Background. MSC's N3/5 (Operations/Plans), PM5 (Sealift), and other MSC components are responsible for conducting operations, planning and sealift operations for the Military Sealift Command (MSC) in the areas of vessel and port characteristics, port-to-port distances, and other data of interest to MSC marine transportation specialists and staff. 3. Objectives. To obtain access to a searchable database containing the marine transportation information needed to conduct planning and operations for the Military Sealift Command. To obtain access to current (often up-to-the-minute) port advisories and conditions. To have the capability to graphically view ships transiting ports and harbors, and tie vessel identification to the database of ship information. To obtain access to a distance calculator that will allow users to calculate time and distances between ports and fuel consumed based on fuel use rates while allowing for layover times, and other factors. 4. Specific Requirements. The contractor shall provide access to a searchable database(s) that include marine transportation information including, but not limited to vessel and port characteristics, port-to-port distances, and other data of interest to MSC marine transportation specialists and staff in the Operations and Plans Directorate and the Sealift Program. The contractor shall provide 34 concurrent user licenses to the data package comprising Seaweb, Ports Guide Online, and Distance Table Online. The contractor shall provide five (5) concurrent user licenses to AISLive. 5. Place of Performance: Access to the information shall be provided via the Internet. 6. Security. Unclassified. 7. Government Furnished Equipment (GFE). GFE will not be provided under this Order. 8. Period of Performance: The base period of performance shall be from 01 October 2017 through 30 September 2018. In addition to the base period, there are three (3) one-year option period from 01 October 2018 through 30 September 2021. G-1 AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER •a. Except as specified in Paragraph (c) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract. •b. The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of this contract. •c. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer's. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any cost increase incurred as a result thereof.
