Description
Basic and Annual Training Requirements This solicitation is anticipated to issue as a Request for Proposal as a 100% 8(a) Competitive Set-Aside, resulting in the award of a single firm fixed price (FFP) contract. The solicitation will be issued on or about 11 July 2017. Actual proposal due date will be determined on the solicitation when advertised. NAICS Code: 561612. The contractor shall furnish all necessary labor, supervision, other items and services necessary to satisfactorily perform Contractor Security Guard services at the designated facilities within the New Orleans District's boundaries or area of responsibility on a seven-days a week, twenty-four (24) hour-a-day basis, 365 days a year (including holidays). Areas for providing Contractor Security Guard services are in the New Orleans area: Inner Harbor Navigation Canal Lock (IHNC) and the New Orleans District Headquarters (MVN-HQ) to include: Mailroom, Shops, Warehouse, and Child Care Center. Example of minimum requirements for RFP (this is not all-inclusive of all mandatory minimum requirements) The Contractor shall ensure: The Project Manager (PM) shall have a minimum of 8 years of experience in law enforcement or military service, with a minimum of 2 years in a supervisory role; The Field Training Officer (FTO) shall have a minimum of 6 years of experience in law enforcement or military service and be fully qualified to teach/train and ensure that all tasks required under this Contract is achieved; Contractor's Project Manager's ability to be physically present at MVN-HQ within two (2) hours notification by the Government; Contractor and employees of the Contractor are required to be citizens of the United States and must maintain such status during the duration of the Contract; Contractor and employees of the Contractor shall meet the requirements of the Individual Reliability Program (IRP) as established in AR 190-56, Chapter 3 for DA Civilian Police Officers and Security Guards; Provide results of a medical evaluation of any Contractor employees assigned, or to be assigned, to a security guard position to the MVN's Certifying Official, and promptly report any other data about employees that is relevant to assignment, retention, or disqualification under the IRP; Favorable results of background investigation must be obtained prior to duty assignment on this Contract, including but not limited to: Local Files Check, NACLC, E-Verify, Local Agency Check and NCIC-III; Contractor and employees of the Contractor performing as security guard personnel armed under a resultant Contract for security support functions, will meet the eligibility requirements in Chapter 2, Section II, Paragraph 2-5 of AR 190-14, Carrying of Firearms and Use of Force for Law Enforcement and Security Duties; Have no felony convictions and no convictions that reflect on the individual's reliability; Be a minimum of 23 years of age or older or be an honorably discharged veteran; Have no domestic violence convictions after 1 October 1996 in accordance with the Lauthenberg Amendment; Meet, and continue to meet, the minimum standards for weapons qualifications as outlined in this PWS (IAW Army Regulations) and as required by the State of Louisiana Board of Private Security Examiners annually; Have successfully completed all training and certification requirements established by the State of Louisiana for receiving and maintaining a State of Louisiana Private Officer Commission; Have on their person the Louisiana State Board of Private Security Examiners Card at all times while performing duties under this Contract; Contractor and employees of the Contractor performing as security guard personnel under a resultant Contract shall be in proper uniform, as described in the Performance Work Statement; Ability to provide up to fifty percent (50%) increase of personnel (anticipated to be 4 security guards) required under normal duty hours to enforce FPCON Charlie or Delta measures within a 4 hour notification and; Ability to provide a basically trained workforce. Contractor and employees of the Contractor must receive a 64 hour course of basic instruction prior to starting duty on this Contract (see attachment file, "W912P8-17-R-0033_64 Hours"). Contractor shall not have access to classified information. Contractor Furnished Property for each security guard: Weapons: Contractor furnished weapons shall be provided and maintained in the MVN Security Guard Office so all security guard personnel under this contract shall be armed with an individually assigned M-9 sidearm; Weighted Flashlights; Pepper/OC Spray; Extendable Batons; Hand cuffs: All handcuffs shall be of high quality steel, with two sets of keys; Weapons Certification: All weapons used on this Contract must be certified annually by an armorer or technician, certified in the specific make and model of the weapon; and Concealed Personal Protective Vests: Class III concealable body armor will be worn while on duty whenever security guard personnel is armed and in uniform, IAW AR 190-56, paragraph 6.8. Duty Hours/Shifts (all Guards shall be armed): M-F 0001 - 0600 and 1801 - 2400 at MVN-HQ one (1) Supervisory Shift Security Guard and three (3) Security Guards; M-F 0601 - 1800 at MVN-HQ, one (1) Supervisory Shift Security Guard and six (6) Security Guards; Sat/Sun/Holidays 0001 - 2400 at MVN-HQ, one (1) Supervisory Shift Security Guard and three (3) Security Guards; Daily 0001 - 2400 at IHNC, two (2) Security Guards; THIS REQUIREMENT IS 100% 8(A) COMPETITIVE SET-ASIDE. CONTRACTOR MUST BE SBA 8(A) CERTIFIED TO BE ELIGIBLE FOR AWARD. The Government will not provide written paper copies of the solicitation.
