- Draft Statement of Work SOURCES SOUGHT SYNOPSIS 5.1 - AIRCREW SERVICES REQUIREMENT SOURCES SOUGHT SYNOPSIS. The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, Naval Test Wing Atlantic (NTWL) and Naval Test Wing Pacific (NTWP) of the Naval Air Systems Command (NAVAIR), has a requirement to provide aircrew services, engineering, technical services, independent analysis, and technical support related to air vehicles. This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Firms; Certified 8(a), Women-Owned, Service-Disabled Veteran-Owned Small Businesses) to provide the required products and/or services. Based on a review of industry response, the Government will decide on the appropriate competition approach. An award is anticipated no later than 15 August 2018. The period of performance will be for a base year plus four one-year options, for a total of five years of performance from date of award. A performance based statement of work will be used. The NAICS code is 488190 with a size standard of $32.5 million and the Product Service Code is AC15. It is anticipated to be a Cost Plus Fixed Fee (CPFF) IDIQ contract. The effort is currently being performed by Wyle Laboratories, Inc., under CPFF contract N00421-13-C-0032 with an anticipated expiration date of 30 September 2018. 1. Aircrew services, engineering technical services, independent analysis and technical support in support of the Naval Test Wing air vehicles test mission. Services shall include the application of knowledge and expertise in the fields of test and evaluation, air vehicle operation, ground operations including logging or recording aviation data, weapon systems, subsystems and components, and other concurrent tasks such as area frequency management, and finally, aviation safety. Support shall be provided to the NAVAIRSYSCOM's Test Wings, Test Squadrons and their platform coordination offices as well as local commands not under the cognizance of the Naval Test Wing. Support may include other service components of the Department of Defense, foreign national defense and commercial systems, other US government agencies engaged in flight operations, as well as commercial aviation flight activities. 2. Flight Crew Support including conducting Category A, B, C and occasionally D (definitions appear in OPNAVINST 3710.7 series - Naval Air Training and Operational Procedures Standardization (NATOPS) General Flight and Operating Instructions) flying and weapon system operation, flight test engineering, navigation, flight technical support, and project specialized support in fixed wing, rotary wing, unmanned and lighter-than-air air vehicles systems types, models and series provided by the Government. 3. All work will be accomplished at one or more of the following locations: Patuxent River, Maryland (85%), St. Indigoes Maryland (5%), Pt. Mugu, California (5%), the contractor facility (5%) and the occasional off-site maintenance detachments. Alternate work sites may include, but are not limited to, United States Naval and Coast Guard Vessels, and several OCONUS/CONUS land based test related detachments. 4. The contractor shall provide aircrew preflight planning for test missions as coordinated with mission briefers and engineering test team members. Preflight planning shall include, but not be limited to: obtaining current, enroute and forecast weather for the flight; completing appropriate flight planning and flying requirements; and outlining crew duties, communications plans, test procedures, test data cards, and safety of flight requirements. 5. NATOPS Program Support, including entering/verifying flight statistics and data for flight personnel qualifications, maintaining NATOPS publications inventory, scheduling aviation physiology training for all military, civil service, and contractor personnel, and distributing Naval message traffic and safety hazard reports. 6. UAV Pilots/Operators for Triton Aircraft operations at Webster Field. Additional Information: A DD254, Contract Security Classification Specification, shall be applicable to this requirement. The current level of classification has been identified as TOP SECRET facility and NONE for safeguarding. This is a professional services contract. A copy of the draft Performance-Based Statement of Work is attached. Interested small businesses are requested to submit a brief capabilities statement package (no more than 15 pages in length, single-spaced, 12-point font minimum) demonstrating their ability to perform the above services. This document shall contain, as a minimum: 1. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, CAGE Code, and a statement regarding current small business status. 2. Prior/current corporate experience in providing Flight Crew Support as described in 3.4.1 for the efforts of similar size/scope within the last five years, including the contract number, organization supported, indication of whether a prime or subcontractor, contract value, point of contact and current telephone number, and a brief description of how the contract referenced relates to the services described herein. 3a. Management approach to staffing this effort with qualified personnel that should address current hires that would be available for assignment to this effort, possible subcontract/teaming arrangements, and strategy for recruiting and retaining qualified personnel. 3b. Management approach to staffing this effort with current personnel ready to begin performance 45 days after transition time between contract award and Period of Performance start date. 4. A statement regarding capability to obtain the required industrial top security clearance. 5. Ability to produce and maintain a certified Ground and Flight Operations Manual.
