- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed Price contract to Prof. Robert Colella. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 13.106-1(b)(1)(i), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. Even though a Firm-Fixed Price/Sole Source Contract is anticipated, firms or persons may identify their interest and capability to the Contracting Officer, Jason Hewitt, Email: Jason.hewitt@usnwc.edu The College of Distance Education (CDE), Naval War College, has a requirement to conduct Theater Security Decision Making Web-Enabled Course as part of the Fleet Seminar Program. The courses are essentially the same as taught in residence at Newport, with the CDE resident faculty preparing the course syllabus, procuring teaching materials, and funding administrative expenses. Because the site of the courses is removed from the Naval War College (NWC) it is necessary to contract individuals to serve as an instructor and administrator for the courses. The qualifications for this position are unique in that they require a combination of professional education, naval warfare operational experience, a familiarity with Naval War College missions and functions, and competence in teaching at the graduate level, using the NWC methodology. PERIOD OF PERFORMANCE: 07 August 2017 “ 23 January 2018. PROCEDURES FOR SOLICITATION/AWARD This acquisition is being solicited on an unrestricted basis. The NAICS code is 611710 with a small business standard of $15M. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued. Interested persons may identify their interest and capability by responding to the requirement through email submission to Jason Hewitt (Jason.hewitt@usnwc.edu) no later than 12:00 PM Eastern, 5 July 2017. If no responses are received by the above referenced date/time a sole source contract will be awarded to Prof. Robert Colella The award date is estimated to be no later than 15 July, 2017
