Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-64PP-S-17-0011 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93. The NAICS code applicable to this acquisition is 541712. For a small company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, Plant Genetics Research Unit, Columbia, MO has a requirement/need for genotyping for genetic analysis studies on soybean populations. End-User requires vendor to: 1) Receive 285 soybean gDNA samples isolated by USDA-ARS personnel and perform all appropriate steps to yield genotypic data for each gDNA sample. Appropriate methods may include sequencing-based genotyping methods (Genotyping-By-Sequencing, Restriction site Associate DNA Sequencing) or hybridization array based methods (E.g. Illumina infinium, Axiom, Nimblegen, etc.). 2) We require that the genotyping method must have been demonstrated to be able to report genotypes at minimum of 10,000 distinct genome positions across all chromosomes of the soybean genome, although some genotypic positions (<50%) may be missing for some samples and not all need be polymorphic. 3) Service must include all steps from receipt of DNA samples to genotype using either sequencing-based methods (E.g. DNA concentration normalization, library preparation, normalization, sequencing, bioinformatics) or array based methods (E.g. DNA concentration normalization, DNA processing and array-specific steps, bioinformatics analysis) 4) Genotyping must be done using the Wm82.a2.v1 genomic assembly and annotation available at: https://phytozome.jgi.doev/pz/portal.html#!info?alias=Org_Gmax 5) Genotyping results should be reported in either hapmap file format or at a minimum a tab delimited file containing genotypic information on reference and sample genotypes, as well as SNP positional information "reference genotype A, sample genotype G, Chromosome 15, position 15482881"). 6) Genotyping reports must also include all appropriate Quality Control data (e.g. sequencing QC reports, summary of allele calls, etc.) and at a minimum a summary of code used for bioinformatic analysis pipelines and summary QC data outputs. 7) Raw Data files will also be provided by the vendor in standard format, either delivered on an external portable hard-drive or readily downloaded from a secure server. If utilizing sequencing based methods, this service should also provide raw sequence data, as well as barcoding strategy. 8) All work to be completed within three (3) months after receipt of samples DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall provide 1) A Quote on company letterhead detailing the item description, unit price per item, and total price; 2) Descriptive literature, brochures, information on service and support; 3) At least 2 to 3 references for the proposed service (if possible). References must have received the proposed service within the last five (5) calendar years (Government references preferred, but will accept commercial references). DELIVERY DATE DUE: The Government requires delivery and invoice no later than 90 days after receipt of samples, however, each offeror shall include their proposed delivery schedule as part of their quotation. FAR 52.212.-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the service offered to meet the Government requirement, including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated against the technical capability of the service offered to meet the Government requirement. B) Delivery. C) Warranty, D) Descriptive Literature. The Offeror shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government.
