- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Bio-Rad Laboratories, 2000 Alfred Nobel Drive, Hercules, CA 94547-1804, for the purchase of a Bio-Plex 200 System with HTF (high-throughput fluidics). Item No. Description Qty. 0001 Catalog No. 1741000205: Bio-Plex 200 System 1 Ea. with HTF 100-240 V, multiplex array system with high-throughput fluidics, includes Bio-Plex 200 + BPM 6.1 Instrument Control and Analysis Software, 1 license, Calibration Kit, 50 uses, Validation Kit, 50 uses, Sheath Fluid, Computer, 1-year warranty, on site installation and training. 0002 Shipping/Freight Charge 1 Ea. 0003 Blue/Dry Ice Fee 1 Ea. The Bio-Plex200 system is a suspension array system which offers protein and nucleic acid researchers a reliable multiplex assay solution that permits analysis of up to 100 biomolecules in a single sample. Additionally, the Bio-Plex 200 system performs simultaneous, reproducible quantification of cytokines, proteins, and nucleic acids from small amounts of fluid or tissue lysate. Simultaneous quantification from small volumes is very important for analysis of limited research samples. Many samples are in short supply, hard to get or to replace; for example, NIEHS assess cytokines from mouse plasma, tissues, or culture media. NIEHS examined allergen levels in dust from Mexican homes and correlated serum cytokines with human polymorphism or disease states. Bio-Plex also offers consistency of collaboration reproducibility, which is very important in studies. The applicable North American Industry Classification System (NAICS) code for this acquisition is 334516 "Analytical Laboratory Instrument Manufacturing and a size standard of 1000. NIEHS will solicit and negotiate directly with Bio-Rad Laboratories and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within eight (8) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within eight (8) days, an award will be made to Bio-Rad Laboratories.
