- Notice of Intent The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the NIST Laboratories, intends to negotiate on a sole-source basis with Dibert Valve & Fitting of Frederick, MD, under the authority of FAR Part 13.106-1(b), as implemented by the Federal Acquisition Regulation (FAR) Part 13 for the procurement of Twenty identical all-metal actuated valves for its VCR The Acquisition Management Division (AMD) at the National Institute of Standards and Technology (NIST) intends to procure the required valves under a Firm Fixed Price Purchase Order using Simplified Acquisition Procedures for Commercial Items (FAR Parts 12 and 13). The PML has a need for Twenty (20) valves for an existing flow meter that uses VCR fittings manufactured by Swagelok, to create a manifold necessary to leak gas into an ultra-high vacuum system. The gas-manifold will feed an ultra-high vacuum system that allows calibration of gauges, leaks, and will allow the testing of the cold-atom vacuum standard (CAVS) presently being created at NIST. This supports calibration services and the CAVS project. Only the valves manufactured by Swagelok with the VCR connections are 100 percent compatible and adaptable with respect to the current VCR valves used in the existing system. To develop proper functionality, the new valves are required and need to be compatible with existing parts, which use proprietary "VCR" connections. The VCR operates with a proprietary valve and is not available from any manufacturer that can guarantee complete compatibility with the existing system design. For functionality and compatibility requirements, and to ensure the automatic operation of the flowmeter, are not compromised, the new valves must be Swagelok with the necessary VCR connections. Dibert Valve & Fitting is the sole source provider for the required valves as they are the only local Swagelok authorized distributor. The North American Industry Classification System (NAICS) code for this acquisition 332919, with a size standard of 750 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by July 3, 2017 at 10 am Eastern Standard Time (EST) will be considered by the Government.
