Description
Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with ManTech International (ManTech) for a feasibility study for deploying the proposed Dynamic Deconfliction tool at untried spatial scales by validating the critical assumptions about "Lifeline Infrastructure." The critical assumptions were used by a consortium of highway agencies to roll-out Strategic Highway Research Program 2 products, but must be validated for that tool to be scalable and transferable. Conduct related reconnaissance, data acquisition, and reporting of the validation exercise. Lead a multiagency collaborative, including transportation agencies, defense agencies, natural resource agencies, and the Western Regional Partnership, to use the validation exercise in the generation of a draft feasibility report. The proposed dynamic deconfliction tool would demonstrate the utility of Strategic Highway Research Program 2 products (C06, C19, R09, and R10) at untried scales. ManTech has the technical expertise for the multi-jurisdictional, multi-objective sustainable landscape projects that are relevant. For the current purposes, relevance means that the projects can be adapted to manage, within practicable limits, corporate risks to the Federal Aid and Federal Lands highway programs. ManTech manages the Marine Corps Installation - West, NAVAIR, and the Western Regional Partnership's (WRP's) data acquisition, analyses, and sharing processes, which makes it the "owner" of the consolidated information, and analytic expertise necessary to support deconfliction of air, land, and sea transportation in the six southwestern states of WRP. ManTech leads the technical element of the multi-jurisdictional collaborative team conducting a survey for landscape scale deconfliction of warfighter testing and training in the southern California area. ManTech manages geospatial data and analytics for the WRP, which is managed by NAVAIR and MCI-West, and includes three USDOT modes, six State DOTs, and all relevant natural resource agencies. ManTech1 is the only known source with the institutional knowledge relevant to the feasibility report; ManTech has successfully completed sustainable landscape management plans that streamline military testing and training, economic development, natural resources conservation, and infrastructure renewal. ManTech has the expertise and capability that is critical to meeting FHWA's stage 1 needs for development of a proposed dynamic deconfliction tool, and no other known source can meet this need. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $60,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
