- The Food and Drug Administration intends to make a sole source award for Proficiency Testing (PT) and Inter-Laboratory Evaluation software licenses in the amount of $60,350 inclusive of options. The award will be made to: QuoData GmbH Kaitzer STR. 135 01187 Dresden- Germany In accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The FDA requires Proficiency Testing (PT) and Inter-Laboratory Evaluation software for a four year period to analyze inter-laboratory studies data used to evaluate the testing of milk, shellfish, and food and Food Emergency Response Network laboratories. Additionally, CFSAN's Proficiency Testing program expanded recently and is seeking to acquire ISO accreditation. To fulfill this mandate, CFSAN needs to expand the use of the statistical package to more users within the Proficiency Testing Team and specifically addresses ISO criteria. Quo Data is the only company in the world who is offering the Proficiency Testing and Inter-Laboratory Evaluation software as a package. The software package is a stand-alone and does not require installation or use of any other statistical software such as SAS or SPSS. ProLab Plus and InterVal Plus are very unique and niche software packages developed to analyze PT and inter-laboratory studies data. Quo Data packaged all statistical procedures in to a user friendly software package which can be used by any scientist and does not require extensive training in statistical techniques. FDA has been using these licenses for the past 3 years. The NAICS code for this action is 541519. This procurement is made under the authority of FAR 6.302- Only one responsible source and no other supplies or services will satisfy agency requirements. This is a notice of intent to issue an award on a sole source basis. This notice of intent is not a solicitation for competitive proposals.
