- Social Security Notice to organizations applying to become Employment Networks (EN) under the Ticket to Work Program Thank you for your interest in the Social Security Administration's (SSA) Ticket to Work (TTW) Program. On or around July 3, 2017, we expect a new Request for Application (RFA) to replace the current Request for Quotation (RFQ). We believe that if you wait and you apply under the new RFA, it will require fewer actions from you than if you submit a proposal now under the current RFQ. If you submit a proposal under the RFQ now, you will still have to review and accept the terms and conditions of the new RFA, after it is published on or around July 3, 2017 (expected). This program provides Social Security beneficiaries with disabilities more choices for receiving employment services. Under this program, Social Security is issuing Tickets to eligible beneficiaries who, in turn, may assign those Tickets to an Employment Network (EN) of their choice to obtain employment services, vocational rehabilitation services or other support services necessary to maximize their economic self-sufficiency through work opportunities. An EN shall be either an agency or instrumentality of a State (or political subdivision of the State) or a private entity that assumes responsibility for the coordination and delivery of employment, vocational rehabilitation, or other support services to those beneficiaries who have assigned their Ticket to the EN. Social Security will award Blanket Purchase Agreements (BPAs) to qualifying respondents to perform services as ENs for the Ticket to Work and Self-Sufficiency Program. Each BPA will have a 10-year period of performance. Request for Quote (RFQ) SSA-RFQ-12-0010L is now available for download. This RFQ replaces the previous RFQ released and most recently amended on April 11, 2014 for the Employment Networks for the Ticket to Work and Self-Sufficiency Program.
