- Attachment A SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. In accordance with FAR Part 13, the Federal Emergency Management Agency (FEMA) intends to award a contract on the basis of brand name justification (Justification on file/provided with request). FEMA intends to award this contract to a Speakerbus and Avaya Authorized Dealer. The contract is to obtain NAWAS conference bridge maintenance and support. The existing software is proprietary and patented and only Speakerbus, Inc. possesses the corporate knowledge required to support the existing system. This opportunity is a 100% Woman-Owned Small Business set aside and NAICS 811212 size standards applied ($27.5 million). See Statement of Work (Attachment A) for security requirements. The expected period of performance is to be from July 01, 2017 through June 30, 2018. The evaluation criteria is lowest price/technically acceptable. In order for an Offeror to be considered technically acceptable the Offeror must (a) be capable of providing maintenance and support listed in SOW (b) be a Speakerbus authorized dealer (c) be an Avaya authorized dealer and (d) have an active Top Secret (TS) facility clearance at time of RFQ due date. Section L-Solicitation Provisions, FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (JAN 2017), (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. Period for acceptance of offers is hereby changed to 60 calendar days from 30 calendar days. All other information in the solicitation remains unchanged. Only one award will result from this RFQ.
