- This amendment replaces the original posting. This Market Survey/Request for Information (RFI) is not for purposes of A-76, public/private competition, nor outsourcing and is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This is not a Request for Offer (RFO). Responses to this Market Survey/RFI will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey/RFI. The Federal Aviation Administration (FAA) is conducting a Market Survey/Request for Information to find entities willing to provide performance metrics and benchmarking information regarding Supply Chain Management, Warehouse and Distribution Services, and Maintenance, Repair and Overhaul for complex, integrated logistics enterprises. Provide performance metrics and benchmarking information on the following: (1) operations (2) supply chain management; (3) planning and control; (4) quality assurance and quality control; (5) inventory management; (6) distribution networks; (7) warehouse use, operations, and utilization; (8) transportation and shipment of goods and materials; (9) materials management and handling; (10) overhaul and repair. The FAA will only review submittals from entities that demonstrate the following scope: Experience in management of complex Supply Systems Stock store and Issue of more than 50,000 “ 100,000 unique items Exchange and Repair of 40,000 assets Administration of contracts for over 250,000 items In order to assess the applicability of your performance metrics and benchmarking information, please provide the following: Experience in obsolete technology re-engineering Experience with global transport coordination Experience with end of life technology systems -- coordinating reengineering with sole source vendors Demonstrated experience in successfully leveraging industry ERP technologies Experience with coordination/management of multiple sources of supply for acquisition and repair in support of a complex technology based infrastructure Experience managing cannibalization and disposal of decommissioned assets Experience coordinating and integrating System Acquisition and Deployment Experience with hazardous material purchase and control Types of services provided by your entity Number of years you have been in business and performing these functions Current geographical areas where your entity currently provides services The North American Industry Classification System (NAICS) codes anticipated for the effort: 541614 Process, Physical Distribution, and Logistics Consulting Services, 811219 Other Electronic and Precision Equipment Repair and Maintenance, 493190 Other Warehousing and storage. These NAICS codes are being provided for ease of response and should not be considered for solicitation purposes. The FAA will not release or make public information deemed "Proprietary". This survey is not intended to guarantee procurement of a product or service and shall not be construed as a commitment by the Government to enter into a contract. This posting should not be interpreted as a Screening Information Request (SIR), a Request for Quote (RFQ), or Request for Proposal (RFP). The FAA is not liable for costs associated with a response to this informational announcement. This is not a request for competitive proposals and will not result in a contract award. No solicitation exists; therefore do not request a copy of the solicitation. INSTRUCTIONS FOR SUBMITTALS Information must be submitted electronically in Microsoft Office format, Times Roman Font size 12. If submissions are posted in portable document file (PDF) format, a Microsoft Word version of the responses must also be provided. The maximum number of pages in your submittal shall not exceed fifteen (15) pages. All responses to this Market Survey/RFI must be on letterhead. Entities must submit their information to Lisa Ferrante (via email: Lisa.Ferrante@faa.gov). All submissions must be emailed by 3:00 p.m. Eastern Time on June 29, 2017. Submissions must include point(s) of contact, title(s), telephone number(s), e-mail address(es), and mailing address. Do not send corporate or sales promotion literature. Responses will not be returned. Any proprietary or confidential information contained in the market survey submissions should be appropriately marked.
