- QUESTIONNAIRE N00164-17-S-NC18 - SOURCES SOUGHT ANNOUNCEMENT - Internet Database of DOD and Non-Government Source DOD Adopted Specifications and Standards, Parts Logistics, and Parts Technical Information - FSC 7030 - NAICS - 519130 Anticipated Issue Date 23 JUNE 2017 - Anticipated Closing Date 30 JUNE 2017 - 3:00 PM EDT This is an RFI for planning purposes only, as part of a market survey led by NSWC Crane. This is not a request for proposal. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. BACKGROUND/DESCRIPTION NSWC Crane has a requirement for a commercial integrated internet database of DOD authored specifications and standards as well as Non-Government Source DOD adopted specifications and standards, parts logistics, and parts technical information. This effort shall include setup, site license fees, turnkey database access, training, technical support, and reporting available via the web based product. All NSWC Crane personnel both Government and contractor shall have access to the information 24 hours a day. Access includes the Crane, IN site and personnel on temporary duty location. REQUIRED CAPABILITIES The contractor shall support NSWC Crane Division in the roles/responsibilities it has assumed for business and infrastructure requirements planning and program support. The contractor shall furnish personnel, materials, equipment, and facilities required to complete the required tasks. The attached questionnaire provides additional information about the required tasking to support this effort. It is requested that, in its response to the Sources Sought, a vendor respond to each question within the questionnaire, specifying whether it has the capability to perform under all of the tasking or only specific portions of it. ANTICIPATED SOLICITATION REQUIREMENTS & CONSIDERATIONS The following are anticipated requirements for contractor support for these support activities: 1. It is anticipated that this tasking will be performed over a five (5) year period of performance, consisting of one base year and (4) on year option periods 2. It is anticipated that this requirement will be solicited as a Firm Fixed Price (FFP) type contract. ELIGIBILITY The applicable NAICS code for this requirement is 519130. The applicable FSC is 7030. The contractor shall be registered in the System for Award Management (SAM), located at https://www.sam.gov/portal/SAM/. SUBMISSION REQUIREMENTS Interested businesses should submit the completed questionnaire (attached) as well as a brief capabilities statement package of no more than five 8.5" x 11" pages (font no smaller than 10 point) excluding a cover sheet demonstrating ability to perform the services listed in this Sources Sought Notice. All responses shall be identified by the sources sought announcement number (N00164-17-S-NC18) and shall include the following: a. Company Name; b. Company Address; c. Points-of-Contact information including name, phone number, and e-mail address; d. DUNS number; e. Company Business Size (large, small, small disadvantaged, etc.); and f. Company Cage Code All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice. This notice is not a Request for Proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Respondents are wholly responsible for any costs or expenses associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy. Responses to this Sources Sought shall be submitted electronically by e-mail to Sean Gillenwater, Contract Specialist, at sean.gillenwater@navy.mil and Laura Armes, Contracting Officer, at laura.armes@navy.mil. Responses shall be received no later than 3:00PM Eastern Daylight Time on 30 June 2017. Classified material SHALL NOT be submitted.
