Brand Name Justification This is being issued pursuant to Federal Acquisition Regulation 12 and 13 under simplified acquisition procedures for a commercial item as a combined synopsis solicitation prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12.6 as supplemented with additional information in this notice. This notice constitutes second solicitation; quotes are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED separate from this announcement. Solicitation number EE-133E-17-RQ-0396 is issued as a Request for Quotation (RFQ). You may submit your written quote on company letter head or on a Standard Form 1449. The solicitation documents and incorporated provisions and clauses are those in effect through FAR Federal Acquisition Circular 2005-89. This is being posted as Total Small Business Set Aside. The North American Industry Classification System Code (NAICS) is 541512. Size standard is 1000 employees. A firm fixed price contract will be awarded using Simplified Acquisition Procedures. The requirement is for: Upgrade to Infor MP2 6.1 with Weblink. Technical specifications: The CMMS must be compatible with existing requisition and maintenance records existing within Microsoft SQL server database. Must also be able to: •Submit a work/service request directly into MP2 •Submit purchase requisitions into MP2 •Check the status of requests and requisitions based on login ID •Review, approve, or reject work request or requisitions (given the proper security authorization) •Choose work order request type - by either equipment or location •24-hour, seven-day-a-week work order submission capability •Support for both thick client and web browser access to MP2 The U.S. Department of Commerce/National Environmental Satellite data and Information Service, Field Delegate requires the following: SCOPE OR MISSION: This upgrade will present multiple opportunities for addressing maintenance and requisition challenges by introducing new features to enhance operations and foster IT security in a modern architecture. BACKGROUND: FCDAS is a 24/7 satellite tracking station operated by the National Oceanic and Atmospheric Administration in support of national and international operational and research environmental monitoring spacecraft located near Fox, Alaska, approximately 15 miles northeast of Fairbanks. FCDAS also operates an unmanned satellite tracking system at the NOAA Earth Systems Research Laboratory in Barrow, Alaska. Barrow is a remote community on the North Slope where travel and working conditions are often difficult. Infor MP2 6.1 with Weblink consists of features that offer value to FCDAS operations including simplified work order history and statistics reporting, built-in analytics to the individual level, automatic alerts, improved monitoring of energy consumption, purchase requisitions, and regulatory compliance. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer`s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
