Description
The responses to this Sources Sought are being used to identify potential and eligible firms, of all sizes, prior to issuance of a solicitation. The Naval Air Systems Command (NAVAIR), Presidential Helicopters Program Office (PMA-274) is seeking potential sources for a lease agreement for a Sikorsky S-92A aircraft for one (1) year to include, on average, 30 flight hours monthly for approximately 360 hours annually, with an additional five (5) months on a month by month basis as needed to include, on average, 30 flight hours a month to support pilot proficiency, develop maintainer familiarization, as well as Reliability & Maintainability (R&M) data collection. This sources sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this sources sought. No funds are available to pay for preparation of responses to this sources sought. Any information submitted by respondents is strictly voluntary. Objective NAVAIR has a requirement for a S-92A to be located and supported at Naval Air Station (NAS) Patuxent River, Maryland. The aircraft will be based out of the Presidential Helicopter Support Facility (PHSF), 48202 Bronson Road, Building 2805, Patuxent River, MD. The aircraft will primarily be flown within the NAS Patuxent River airspace but may include flights to Marine Corps Air Station Quantico, VA; Lockheed-Martin/Sikorsky, Owego, NY; Lockheed-Martin/Sikorsky, Stratford, CT; as well as other local National Capital Region (NCR) locations. Flight operations will be inclusive of both day and night flights to support aircrew proficiency training. The offeror shall provide full maintenance support and parts in accordance with S-92A Federal Aviation Administration (FAA) maintenance requirements. Petroleum, Oil and Lubricant's (POL's) for flight operations, excluding ferry flights, will be provided by the Government. No offeror pilot support is required as the Government will be Pilot-in-Command, as defined in Federal Aviation Regulation 91.3. Flight operations will be conducted within the S-92A envelope in FAA approved configurations of the S-92A. The Government will provide secure hangar space for the aircraft, office space, phone service and internet connectivity, and all common hand tools. Specialty and/or unique tools or equipment shall be the responsibility of the offeror. The offeror shall operate under the following Government Standard Operating Procedures (SOPs): Foreign Object Damage (FOD) Prevention and Tool Control Program (TCP) Revision 12; Hazardous Material/Hazardous Waste Control and Management (HMC&M), Revision 7; Hangar Safety Program, Revision 6; Severe Weather Procedure, excluding enclosures, Revision 2; and Access to PHSF Hanger Bays, Flight Line and Test Aircraft, Revision 1. SOPs are available upon email request, only to offerors of companies registered in the System for Award Management (SAM). The Government anticipates an award date of 02 OCT 2017. The aircraft, equipment and personnel shall be in place 15 days after contract award. All personnel supporting this effort shall be U.S. citizens and are required to have a minimum security clearance of Interim Secret and show proof of clearance 10 days prior to arriving on site at the PHSF. The aircraft shall be insured by the offeror for the duration of the effort and included in the rough order of magnitude (ROM) price. In execution of this effort the offeror shall meet the following requirements: offeror's Flight and Ground Operations; and DCMA INST 8210.1C Change 1, Chapter 1, Attachment 15 and Attachment 16 (Weight & Balance and Technical Orders/Manuals, Records Management, Safe-for-Flight). The S-92A provided shall have a current FAA Airworthiness Certificate, be able to operate in accordance with Federal Aviation Regulation Part 91, and incorporate all Airworthiness Directives. The offeror shall support the Government in obtaining a NAVAIR 4.0P airworthiness flight clearance as a Commercial Derivative Aircraft per NAVAIR Instruction 13034.1F. Submission Content Written responses are requested to be no more than five (5) single-spaced, 8.5 x 11 inch pages including coversheet. If the material provided contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned). Classified material shall not be submitted. The response should include, but is not limited to, the following: (a) One page company profile to include Company name, address, Primary point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service-disabled, veteran-owned, HUBZone, women-owned, etc.), number of employees, Cage Code, DUNS number, primary NAICS code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime offeror or to inquire about subcontracting possibilities, and points of contact who are able to discuss the material submitted. (b) A summary of your company's capability to meet the effort described above. Summary shall include substantiation and confirmation that the timeline and security requirements can be met. (c) Cost rough order of magnitude (ROM) to execute the S-92A Lease. (d) Any other information deemed necessary to aid the Government in assessing vendor capability. Submission Information Interested offerors shall respond with the above requested submission content. All interested offerors must be registered in SAM to be eligible for award of Government contracts.
