1 Page 1 of 2 Synopsis: This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Synopsis: SIEMENS MEDICAL SOLUTIONS USA, INC. TO PROVIDE CVIS- SYNGO DYNAMICS SERVER WITH ASSOCIATED HARDWARE, SOFTWARE, INSTALLATION, TRAINING, AND DATA MIGRATION TO THE SYRACUSE VA MEDICAL CENTER IN SYRACUSE, NY 1. The VISN 02, Network Contracting Office 02, located in Buffalo, NY is issuing a notice of intent to award an unrestricted sole source contract to Siemens Medical Solutions, USA Inc. for delivery and installation of a Syngo Dynamics Server to the Syracuse VA Medical Center, as the only one responsible source as determined in accordance with procedures prescribed in FAR 13.106 and hereby publicized in accordance with FAR 5.101 and 5.201. 2. The purpose of this notification is the Government's intent to award sole source the purchase of the Syngo Dynamics Server systems with associated hardware, software, installation, training, and data migration for use by the Syracuse VA Medical Center cath-lab, which is manufactured by Siemens Medical Solutions, USA Inc. The preferred strategy is to procure this requirement as unrestricted, sole source from the manufacturer which is also the distributor. Anticipated award date is 28JUN2017. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. 3. DESCRIPTION OF REQUIREMENT: The Syracuse VA Medical Center in Syracuse, NY 13210 is in need of a Siemens Cardiology Information System (CIS) that is compatible and able to interface with existing Siemens equipment already on site at the Syracuse VA Medical Center to provide adequate healthcare solutions to patients being treated. The Syngo Dynamics Server system provided by Siemens is exclusive to the manufacturer and allows information to be shared with and in between peripheral Siemens products and patient records. As each patient case presents unique requirements, it is imperative that information from procedures are accurately and efficiently shared and made available to healthcare providers and patient records. The Siemens Syngo Dynamics CIS will further improve the capabilities of the medical facility. The various components of the Syngo Dynamics system requested are expected to be delivered and installed over a period of approximately 3 months after award, within initial implementation phases beginning as soon as 3 weeks after award. 4. The NAICS code is 39113 -- Surgical Appliance and Supplies Manufacturing 5. This non-competitive award is implemented by FAR 13.106-1(b), as it has been deemed that only one source is reasonable available to meet this requirement. The Government intends to procure this sole source requirement under FAR Part 13.5, Simplified Acquisition Procedures. 6. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. This notice of anticipated contract action is published as required by 15 USC 637(e), USC 1708, and implemented by FAR 5.201(a). For additional information regarding this action, please contact the POC as indicated below. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. 7.
