- Description
- The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Purchase Order to InterDynamics for Software. InterDynamics offers proprietary software for biomathematical fatigue modeling (FAID Quantum) hazard analysis (HAZAID) and risk grading (GRAID). The acquisition is to obtain this software for use to model schedules for small passenger railroads who are required to model schedules outside the hours of 8 p.m. and 4 a.m. for the potential of excessive fatigue. Furthermore, the software will be used to audit analized schedules submitted by passenger railroads under the PHOS regulation. HAZAID and GRAID will both be used to review and audit Fatigue Risk Management Plans (FRMP) as well as to provide "tech support" to railroads who must comply with the FRMP regulation. Interdynamics is the only vendor to offer this software. Additionally, several railroads who are covered under various regulations (e.g. PHOS, FRMP) use this software and having a copy is essential to verify submissions. This synopsis is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement for "InterDynamics Software ". Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Ms. Brittany Alvarenga, ( brittany.alvarenga@dot.gov ) no later than 10:00 a.m. EST Monday, July 26, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
