N0016417Q0066 - SOLE SOURCE - Altair HyperWorks Suite - PSC 7010 - NAICS 541512 ISSUE DATE 23 June 2017 CLOSING DATE 10 July 2017 - 2:00 PM ET Naval Surface Warfare Center (NSWC), Crane Division has a requirement for 115 perpetual units of the HyperWorks Suite commercial software, a multidisciplinary simulation and development program. The proposed action is for a Firm Fixed Price (FFP) contract for which the Government intends to solicit and negotiate with one source, Altair Engineering, 1820 E. Big Beaver Rd., Troy, MI, 48083 under the authority of FAR 6.302-1. This action is being sole sourced because Altair is the only vendor that can provide access to FEKO licenses and maintenance through the Altair HyperWorks Suite since acquiring EM Software and Systems in 2014. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is that the time and duplication of cost to develop the supplies make it impractical to procure from a contractor other than Altair Engineering. The Government does not intend to post the sole source solicitation to FBO. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Inspection and Acceptance is to be at destination with delivery F.O.B. Destination: Crane, IN 47522. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. The anticipated award date is 18 August 2017. No hard copies of the solicitation will be mailed. Quotes must be submitted by email to the POC listed below.
