- This is a special notice issued by the Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF) for Videography and Production Services that includes story writing, filming, and editing services. This requirement will support USADF's programs by featuring in video form the projects of USADF grantees in at least two countries in East Africa and two countries in West Africa. The purpose of this requirement is to explain USADF's projects and programs and its unique approach to economic development in Africa in ways that can be easily understood by a diverse audience within Africa, the United States, and internationally. As authorized by statute 48 U.S.C. Volume 7 Chapter 57, Subpart 5706.302-70(a)(b)(2) - Impairment of foreign aid programs, full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief, and rehabilitation. (2) An award of $100,000 or less for audit, evaluation, or program support services to be provided abroad. This requirement for videography and production services is anticipated to be $100,000 or less. It is determined to be program support services on the basis that it enhances the visibility and understanding of USADF's programs in Africa relative to maintaining program and financial support. It is also determined that if this requirement wasn't performed, it would have an adverse effect on USADF's ability to carry out its critical mission. USADF's is responsible for informing other Africans about USADF's approach to development, to stimulate their participation in the development process; to transfer lessons learned from USADF's projects to similar development activities; to disseminate to people in the United States information about USADF projects in Africa to increase understanding and friendship between our citizens; and to inform other U.S. Government, private, regional and international organizations about USADF's projects to share insights and coordinate development efforts. In accordance with FAR 13.106-1(b)(1) and authorized by the aforementioned statute, this procurement will be completed on a sole source basis with Africa 24 Media. Africa 24 Media, located in Nairobi, Kenya, has the capabilities to provide the needed program support to USADF based on them having the knowledge of and sensitivity to the diversity of cultures and ethnic groups in Africa, an understanding of Africans' unique approaches to economic development, familiarity with project implementation in sub-Saharan African countries. Africa 24 Media is available to complete the requirements within the required time frame.
