Description
Reproduction of Notice of Intent to Sole Source SOW The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to ADSO Enterprises for consultant services as described on the attached partial SOW. The attached partial SOW represents the total work effort for the project. It is the determination of the Government that ADSO enterprises is the only vendor uniquely qualified and capable of performing the specific duties described on the attached partial SOW. The Government has determined that the time and effort required to for another vendor's qualified key personnel to acquire the detailed understanding of the following specific areas within the partial SOW to provide the strategic support needed and requested by the partial SOW have been estimated. This includes time and effort for both the vendor to be brought up to speed, as well as the Federal staff who will have to interface with the vendor during this knowledge-development by the vendor stage. Vendor: a minimum of 150 hours of effort, over a three-month period, priced at $125/hour, total cost: $18,750.* * These are government estimated figures used entirely to display the effect of awarding to a new vendor. Federal Staff: A minimum of 128 hours of effort, over a three-month period of time, priced at $72/hour, total cost: $9216. Total effort to on-ramp a new Vendor: $27,966.00. The key areas that are the focus of the requested strategic support that will be most affected by the delay in effort, and the substantial additional costs incurred to bring an alternate contractor up to an acceptable level of understanding are: • The core service provided by the Laboratory is to certify all respirators used in all American workplaces to protect workers from airborne hazards, including chemical, biological, radiological, and nuclear hazards. This requires a detailed understanding of the legal, regulatory, and technical requirements of 42 CFR 84 that is the basis for the more than 350 certifications granted and monitored annually. Substantial effort must be exerted to become familiar with this highly visible activity. Two federal employees will take approximately 20 hours each to support this effort. • NPPTL has filled a key historical role in leading the development of preparedness strategies for near-term influenza (and other) pandemics and emergency response activities. Knowledge of this history, the various parties involved in these efforts, and the numerous internal and external stakeholders is crucial for uninterrupted support to continue. Three federal employees will take approximately 16 hours each to support this effort. • Two major NIOSH programs are supported by this effort: Personal Protective Technologies and Public Safety. These programs have undergone extensive review by the National Research Council (and its National Academy of Medicine) that has generated a series of formal and informal reports. A detailed understanding of these reports, along with their data, their analyses, and their recommendations must be possessed in order to provide the requested strategic support. Two federal employees will take approximately 20 hours each to support this effort. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
