Description

The Department of the Navy, Naval Facilities Engineering Command (NAVFAC), Public Works Department (PWD), Annapolis Maryland, intends to issue an Invitation for Bid (IFB) for a Firm-Fixed Price contract. The requirement is for road repair and curb construction near the main gate house. This requirement is located at the Naval Research Laboratory at the Chesapeake Beach Detachment, Chesapeake Beach, MD. THIS IS NOT A REQUEST FOR PROPOSAL. The RFP will be issued under N40080-17-B-3010 and is expected to be posted on the Navy Electronic Commerce Online (NECO) at http://www.neco.navy.mil on or around July 10, 2017. This procurement is to be 100% competition for Small Business. The Government will only accept offers from Small Business concerns located in the Maryland, Washington, D.C., and Virginia region. The Government intends to award a firm-fixed price (FFP) contract, with one (1) base year and two (2) option years, if exercised by the Government. The North American Industry Classification Standard (NAICS) Code is 238910; the specialty trade for work performed includes new work, additions, alterations, maintenance, and repairs. In accordance with FAR 36.204, the construction magnitude of this project is between $250,000 and $500,000. Project Description: Construction services will include road repair and curb construction, but not limited to, maintenance, repair, and construction of site facilities including storm pipe, excavation, retaining wall, pavements, curb, concrete endwalls, and environmental controls. The Government intends to post all notices/amendments related to this solicitation on the Navy Electronic Commerce Online (NECO) at http://www.neco.navy and the Federal Business Opportunities at http://www.fbo.gov. All interested parties must be registered in the NECO or FBO websites in order to obtain the solicitation documents and all information regarding the solicitation. HARD COPIES OF THE SOLICITATION WILL NOT BE PROVIDED. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Prospective Offerors will have access to the solicitation at the FBO website by searching for solicitation number N4008017B3010 (no hyphens). Offerors are encouraged to check the FBO website frequently in order to be notified of any changes to this solicitation. All Offerors must be registered in the System for Award Management (SAM) website at http://www.sam.gov as prescribed in FAR Clause 52.232-33, to be considered for contract award. In order to register in SAM, Offerors must have a Dun and Bradstreet (DUNS) Number from http://www.fedgov.dnb.com/webform and a Commercial and Government Entity (CAGE) Code from http://www.dlis.dla.mil/Forms/Form_AC135.asp. It is highly encouraged for Offerors to begin SAM registration process as early as possible.
